Job summary

Idaho National Laboratory is hiring a Project Controls Analyst (PCA) to work on our MFC Projects team. Our team operates a 4x10 schedule at the Materials and Fuels Complex, with every Friday off, supporting project managers, schedulers, and engineers in scope, schedule, and cost tracking.

Essential functions include defining scope, developing WBS, collecting and forecasting cost data (P6, COBRA), and maintaining baselines and EVMS metrics per change control.

Qualifications

  • Bachelor's degree in Business Administration, Project Management, Construction Management, or a related field and 2 years of experience.
  • Master's degree and 1 year of experience.
  • At least 1 year hands-on experience with Oracle P6 (schedule updates, status tracking, basic reporting).
  • Familiarity with project control concepts (WBS, baseline schedules, cost/schedule tracking).
  • This position requires the ability to obtain and maintain a Department of Energy 'L' clearance, US citizenship.

Job description

Idaho National Laboratory is hiring a Project Controls Analyst (PCA) to work on our MFC Projects team. Our team works a 4x10 schedule located out of our Materials and Fuels Complex (MFC) with every Friday off.

Idaho National Laboratory needs Project Controls Analysts to shape the future of nuclear energy and national security by aligning project strategies with the laboratory's legacy of groundbreaking innovation, from pioneering nuclear power to advancing cutting-edge technologies. You'll support project managers, project schedulers, and project engineers in day-to-day project controls activities under closer guidance than more senior analysts, while building toward independent ownership of scope, schedule, and cost tracking tasks.

This position is located at our Materials and Fuels Complex, which hosts the core of the U.S. nuclear research and development capabilities with a diverse array of facilities designed for remote work on highly irradiated fuels and materials. A new fuel idea can be designed, fabricated, tested, and analyzed at MFC to better understand the effects of irradiation. Many groups, such as universities, industry partners, other national laboratories, international research organizations, and other federal agencies are working at MFC.

Essential Job Functions and Responsibilities
  • Assist project managers, Project Schedulers, and Project Engineers in defining project scope/requirements, adhering to capital asset compliance principles and procedures, developing work breakdown structures (WBS), identifying and mitigating risks, submitting cost estimates and funding determinations, and supporting the implementation of scope, schedule, and budget baselines, updating project status, monitoring variances, trending performance, and supporting contract management and corrective actions as necessary.
  • Collect, organize, analyze, trend, forecast, and report on project data and costs from various sources (e.g., P6, SplashBI (Business Systems), COBRA, etc.) and partners (e.g., engineering, procurement, construction, business management, etc.).
  • Support the PMO Management System Lead (MSL) with internal surveillances, if necessary, to help ensure EVMS requirements are being met.
  • Assist with the maintenance of analysis, trending, forecasting, and reporting processes and storyboards that flowchart project controls and cost engineering work processes.
  • Support ongoing updates to EVMS metrics.
  • Assist in maintaining, reviewing, and revising baseline schedules and budgets consistent with established change control procedures.
  • Contribute to the completion of milestones associated with specific work assignments.
  • Assist with the development and maintenance of the Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS), and the Field Execution Schedule (FES).
  • Assist with matters such as schedules of values, contracting strategies, subcontractor relationships, tiers, and markups, change orders, etc.
  • Help ensure INL Managers are aware of previous, current, and future changes to work that can/will change the desired outcome of the work.
Required
  • Level 2: Bachelors in Business Administration, Project Management, Construction Management, or a related degree and 2 years of experience. Master's and 1 year of experience.
  • At least 1 year of hands‑on experience with Oracle P6 (schedule updates, status tracking, basic reporting).
  • Familiarity with project control concepts (WBS, baseline schedules, cost/schedule tracking).
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.
Ideal Candidate Will Possess
  • Exposure to earned value management (EVM) concepts, even if not yet applied independently.
  • Experience gained in a construction, engineering, EPC, national lab, or DOE contractor environment.
  • Strong organizational skills and attention to detail, with eagerness to grow into more advanced project controls responsibilities.
  • Familiarity with Deltek Cobra
Job Information:
  • The pay range for this position is: Level 2 $66,504-$136,356. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
