LEGISLATIVE OFFICER – LOCAL AFFAIRS

BACKGROUND CHECK

All persons, including current City employees, selected for thisposition must complete a mandatory 6-month probation.

OVERVIEW:

The Legislative Officer – Local Affairs facilitates the work of the Mayor’s Office of Government Relations (MOGR) and serves as the liaison between the Mayor’s Office and the Baltimore City Council, as well as other local elected officials and stakeholders. This position supports the advancement of the mayor’s legislative agenda, assists in managing relationships with council members, and coordinates cross-departmental efforts to support legislative and policy initiatives. The Legislative Officer will monitor local policy developments and coordinate engagements between the Mayor’s Office, City agencies, and the City Council.

This role involves a variety of research, analytical, and administrative duties, including reviewing and analyzing legislation, developing policy recommendations, drafting bill reports, and making oral presentations before Baltimore City Council committees. The Legislative Officer will assist in coordinating committee follow-up, scheduling and attending meetings. The position requires regular interaction with City Council members, City Council staff, City departments and agencies, and quasi-agencies. These interactions involve gathering information, explaining legislative positions, coordinating schedules, and resolving issues. While direct public engagement is limited, the role may require occasional assistance to constituents.

Position Responsibilities

  • Draft legislative briefings, reports, and communications for the Mayor’s Office of Government Relations.
  • Track and analyze City Council bills and policy developments, providing timely and strategic recommendations.
  • Support coordination between City agencies and the Mayor’s Office on legislative and political matters to ensure alignment with the mayor’s priorities.
  • Assist in managing relationships with City Council members and other elected officials, fostering strong and productive partnerships.
  • Represent the Administration at City Council hearings, committee meetings, and public forums as needed.
  • Respond to oral and written inquiries addressed to MOGR regarding general legislative matters, legislation on the mayor’s desk, and related matters. Investigate issues, review pending legislation, summarize information, and compose correspondence as necessary.
  • Maintain effective working relationships with officials and staff of City agencies, departments, and quasi-governmental organizations.
  • Assist in preparing and organizing informational materials for Baltimore City Council committee hearings and other legislative meetings.
  • Monitor and assess political and policy trends to provide strategic insights to the Deputy Director for Local Affairs and senior leadership.

Knowledge, Skills, and Abilities

  • Ability to attend City Council meetings, committee hearings, or other meetings relating to the business of government relations outside of normal business hours, which may include evenings and weekends.
  • Strong understanding of local government operations, legislative processes, and public policy.
  • Experience in legislative affairs, government relations, or policy development.
  • Excellent written and verbal communication skills.
  • Ability to navigate political dynamics and build relationships.
  • Strong analytical and organizational skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Commitment to public service and the mission of the Mayor’s Office.

Preferred Education Requirements:

  • Bachelor’s degree in political science, public policy, law, or a related field (or equivalent experience).
  • Experience working in or with local government, particularly in Baltimore City.
  • Familiarity with Baltimore City’s legislative and political landscape.
