Responsibilities

  • Reviewing legislative initiatives, program goals and program objectives.
  • Planning and conducting program evaluations of state agency programs.
  • Developing evaluation objectives, scope, and methodology.
  • Designing data-collection tools, including surveys, interview procedures, and record review processes.
  • Compiling, verifying, and analyzing quantitative and qualitative data.
  • Conducting site visits to observe program operations and interviews with agency personnel and stakeholders.
  • Drafting clear, well-organized evaluation reports presenting findings and recommendations.
  • Preparing fiscal impact estimates of proposed legislation.
  • Consulting with stakeholders, including legislators, public officials and employees, and private citizens and organizations.
  • Delivering oral presentations and responding to questions regarding programs and program evaluations.
  • Performing professional and legislative staff work for Legislative Management, the Legislative, and legislators.
  • Performing other duties as directed.

Job description

Qualifications

A program evaluator must have a bachelor's degree in accounting, finance, management, economics, statistics, public administration, or a related field. A master's degree is preferred but not required.

Candidates Must Be Able To
  • Remain impartial and nonpartisan on all legislative matters.
  • Communicate effectively orally and in writing.
  • Maintain confidentiality, work independently, and exercise sound judgement in decision-making processes.
  • Work under pressure and manage multiple work assignments to meet project deadlines.

Experience in program evaluation, auditing, policy research, or a related analytical field is preferred; new graduates with strong analytical and writing skills are encouraged to apply.
