Job summary

SAIC is seeking a Legal Analyst to provide full-time on-site support in Alexandria, Virginia, working with the DoW Office of the General Counsel. The role includes reviewing orders for deployment, handling FOIA requests, and supporting civil litigation and inquiries with eDiscovery and redaction tasks.

The ideal candidate holds an active TS/SCI clearance, an Associate's Degree or equivalent FOIA experience, and strong research, writing, and MS Office skills to support the DoW and related

Qualifications

  • Experience processing FOIA requests (associates degree or 3 years).
  • Ability to review, interpret, and analyze complex DoW documents.

Responsibilities

  • Review and preliminarily prepare orders authorizing deployment of U.S. forces and ROE.
  • Research defense-related international agreements and provide preliminary analyses.
  • Assist in identifying evidence and witnesses for DoW FOIA cases.
  • Coordinate information collection and classify controlled information as needed.
  • Prepare Vaughn indices detailing exemptions and reasoning.

Description

SAIC is seekingLegal Analystto providefull-timesupport on-site in working as part of contract team with theDoWOffice of the General Counsel (OGC).

Roles and responsibilities to include:

  • Provide preliminary review and preliminarily prepare orders authorizing the deployment of U.S. forces worldwide, orders to execute military operations, and rules of engagement.
  • Provide preliminary reviews, research, and technical support on all aspects of defense-related international agreements, including but not limitedto,defense trade cooperation treaties, intellectual property agreements, international cooperative agreements, acquisition and cross-servicingagreements, and status of forces agreements before final review by a government attorney.
  • Provide preliminary review and analysis of requests forassistanceinidentifyingevidence and witnesses received by the Department.
  • Coordinate the collection of information, review the information, andassistin the production or use ofappropriate informationwhich is classified or controlled by the Department.
  • Provide review of DoWcomponentrelease recommendations andassistin reconciling differences in release recommendations.
  • Process electronic redaction of exempt information for case recordspursuant tothe authorities listed in Part 6, Applicable Publications.
  • Prepare detailed Vaughn indices, to include entries that: (1)identifyeach document withheld; (2)statethe statutory exemption claimed; and (3) explain how disclosure would damage the interests protected by the claimed exemption.
  • Prepare internal and external correspondence for case attorneys for approval and release.
  • Review information that is potentially relevant to ongoing litigation and properlyidentifyresponsive information for further processing.
  • Identifyall privileged information contained in records responsive to ongoing litigation, congressional inquiries, investigations, and FOIA requests.
  • Familiar with the (9) FOIA Exemptions from disclosure
  • Provide preliminary review, analysis, and support for civil litigation cases, congressional inquiries and investigations, Privacy and Civil Libertiesmatters, FOIA requests, tasked initial FOIA cases, and other matters tasked to OGC.
  • Coordinate with DoW components for review of responsive records and delivery of cases to and from component offices.
  • Conduct research ofinitialFOIA cases anddeterminetheappropriate officeto task in responding to the requests.
  • Competent using e-Discovery software systems
  • Apply theappropriate (9) FOIA Exemptions and conduct electronic redactions using the e-Discovery software.
  • Process electronic redactions of exempt information for case records
  • Conduct legal research, as necessary.
Qualifications
  • Active Top Secret Clearance with ability to obtain a TS/SCI.
  • Associates Degree or three (3) years’ experience processing FOIA requests.
  • Threeyears experienceprocessing FOIA requests.
  • Fluency with, and understanding of,DoW, Joint Staff, and the Military Departments standards ofpractice.
  • The ability to review, understand, and analyze complex legal and non-legalDoWdocuments.
  • Possess exceptional oral and written communication abilities and the ability to read,interpretand understand legal documents.The ability toleverageestablished relationships with otherDoWcomponents and agencies.
  • Experience using eDiscovery software (Casepoint, Relativity, FOIAExpress, etc.)
  • Proficiencywith MicrosoftOfficeSuite of Applications (Word, Excel, and PowerPoint) and common office software applications
  • Flexible team player and capable of interacting at all levels within the customer space as well as other parts of the defense community.
  • Motivated, self-starter with the ability toaccomplishtasks under pressure with limited supervision.
  • Strong ability to multi-task.
  • Flexibilitytoaccommodate time-sensitive and mission-critical work.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
