Base pay range
$68,428.00/yr - $68,428.00/yr
The Learning and Development Unit develops, delivers, and coordinates trainings as well as professional development and leadership programs that build and strengthen the capabilities of NYCEM staff and interagency partners.
The Interagency Training Specialist will be responsible for the development and implementation of comprehensive training programs to support both intra-agency and inter-agency emergency management training. The overall goal of the NYCEM Learning and Development Unit is to create a highly skilled emergency management community by offering the best training possible, building true leaders who can prepare for and respond to any type of emergency situation and coordinate effectively with internal and external partners.
Responsibilities
- Implement full cycle instructional design and development (analysis, development, implementation, and evaluation) for instructor-led (in person and live online), micro courses, and self-paced e-learning courses
- Facilitate courses, manage the coordination of courses including logistics details, and deliver presentations as needed
- Apply adult learning theory and instructional design methodology into course development and course facilitation
- Translate emergency plans and related materials into training curriculum and learning programs
- Work with subject matter experts to design and develop audience-appropriate, clear, and concise training content
- Develop, manage, and improve learning and development programs
- Work with vendors we hire to develop curriculum material, when applicable
- Utilize industry-leading course development tools (e.g., Articulate)
- Support the continued development and improvement of the NYCEM Academy programs
- Work collaboratively with the Learning and Development Unit team
- Support the NYC Emergency Management Learning Management System
Please note the following:
- The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies, including nights, weekends, holidays, and extended hours outside of 9AM-5PM. The candidate will participate in trainings, drills, and exercises related to emergency response, and may volunteer for external presentations. EOC teams are on call for three weeks at a time, with six weeks off between.
- This position is supported with federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027, with a possible extension.
- Candidates must be authorized to work in the United States without employer support.

Minimum Qualifications
- High school diploma or equivalent plus six years of relevant professional experience in emergency management, fire, police, military, public safety, public health, public administration, urban planning, engineering, or related fields; or
- Baccalaureate degree plus two years of relevant experience; or
- Master's degree plus one year of relevant experience, with at least two years in related fields; or
- Equivalent education and/or experience, with a high school diploma as a minimum.
Additional Notes
- To qualify for Assignment Level II, an additional year of relevant experience is required after meeting the minimum qualifications.
