Job summary

City of Columbia is seeking a Procurement Specialist III to lead the Solicitation Services team and oversee advanced procurement duties. The role emphasizes drafting complex IFBs, RFPs, and RFQu documents, plus market research and spend analysis.

The incumbent will guide project execution from start to finish, ensuring timeliness, compliance, and high-quality solicitations while maintaining excellent communication with stakeholders and leadership.

Qualifications

• Bachelor’s Degree with 3 years public sector procurement experience.
• Associate Degree with 4 years public sector procurement experience.
• High school diploma or GED with 5 years public sector procurement experience.
• Valid South Carolina Class “D” Driver’s License.
• Proficient use of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint).
• Degrees should be in business, project management, purchasing or closely related field.

Responsibilities

• Review incoming requests, assign and coordinate team workflow, and meet procurement timelines.
• Lead the Solicitation Services team with guidance, training, and mentorship.
• Conduct technical reviews to ensure solicitations are clear, compliant, and standards-aligned.
• Perform market research, spend analysis, and cost-benefit to select procurement method.
• Draft complex IFBs, RFPs, and RFQu documents for required solicitations.
• Communicate with staff, leadership, and external stakeholders effectively.
• Lead meetings, evaluations, negotiations, reporting, file maintenance, and contract issuance.
• Provide exceptional internal and external customer service.
• Stay updated on procurement policies, best practices, and technology trends.
• Align decisions with Department Mission, Vision, and Values; perform other duties as assigned.
