Job summary

Job Overview

The Lead Project Manager will oversee the implementation and enhancement of large, complex IT initiatives, including the replacement of a Training Management System and ongoing support of critical web infrastructure. This role is responsible for driving projects from initiation through implementation, ensuring delivery remains aligned with scope, schedule, budget, quality standards, and business requirements. The position requires strong project leadership, stakeholder management, risk mitigation, and cross-functional coordination across business and technical teams.

Job Duties

• Lead the full lifecycle of complex, high-priority IT projects, from planning and design through testing, implementation, and closeout.
• Develop and maintain project plans, schedules, estimates, budgets, milestones, deliverables, and resource requirements.
• Establish project priorities and coordinate multiple work efforts across business, technical, and vendor teams.
• Track project progress, milestones, budget, and deliverables, taking corrective action as needed to maintain schedule and quality commitments.
• Develop and maintain Project Management Plans, Communication Plans, Deliverables Matrices, and other required project documentation.
• Manage project scope and ensure changes are properly documented and follow established change management processes.
• Identify, track, and resolve project risks and issues through RAID Logs, including development and execution of mitigation strategies.
• Serve as the primary point of contact for project-related issues and coordinate resolution across stakeholders, technical teams, and vendors.
• Facilitate requirements discussions and collaboration between business stakeholders, IT teams, and vendors to ensure solutions meet project needs.
• Coordinate system testing, quality assurance activities, peer reviews, and other project review processes.
• Prepare and communicate project status, metrics, risks, issues, recommendations, and other updates to project teams, stakeholders, sponsors, and senior leadership.
• Ensure project activities and deliverables comply with established IT project management standards, methodologies, and procedures.
• Coordinate and facilitate project presentations, proposals, training, and orientation sessions as needed.
• Balance project workload and team capacity, proactively engaging management when resources or priorities require adjustment.
• Mentor less experienced project management staff and contribute to continuous improvement of project management practices.

Required Qualifications

Required:

• 7-9 years of relevant experience demonstrating the ability to effectively perform the role.
• Project Management Professional (PMP) certification through the PMI Institute for a minimum of 5 years.
• Must be a current Pennsylvania resident.
• Ability to work in the Harrisburg, Pennsylvania office one day per month and potentially more frequently as requested or required.

Highly Desired

• Experience implementing SaaS solutions.
• Strong, demonstrable background in Public Health with an emphasis on Drug and Alcohol Programs.

Important Certification Requirement

Candidates must possess an active PMP certification for a minimum of 5 years. Candidates who do not meet this certification and documentation requirement will not be considered.
