Job summary

The County of Orange seeks a Supervising Procurement Contract Specialist to oversee procurement operations, supervise staff, and provide guidance on contract-related functions.

Responsibilities include reviewing complex solicitations and contracts for compliance, addressing vendor protests, and drafting responses. A DPA Certification must be obtained within 12 months of hire, with open competitive selection and training opportunities provided.

Qualifications

• Over four (4) years of knowledge and direct experience in public or private contract and/or procurement policies and practices.
• Ability to interpret procurement laws, rules, regulations and policies.
• Experience managing complex procurements (RFPs, IFBs, RFQs) and various contract types.
• Knowledge of market conditions and pricing through information resources.

Responsibilities

• Oversee procurement operations and provide guidance across contract-related functions.
• Supervise staff, conduct training, and prepare evaluations.
• Review complex solicitations, contracts and related documents for compliance and effectiveness.
• Address complaints and vendor protests, drafting responses as needed.
