Job summary

The City of Bellevue is seeking a Labor Negotiator, HR Manager to lead the Labor Relations team in citywide contract negotiations and program implementations. You will supervise and design compensation studies, conduct market analyses, and present actions to City leadership.

Strong negotiation, mediation, and strategic communication across management, union reps, officials, and staff are essential to ensure compliant, fair, and effective labor relations practices.

Qualifications

  • Bachelor's degree in business, public administration, or closely related field; master’s or JD preferred.
  • Five years of labor relations/contract negotiation experience, public-sector preferred.
  • First chair experience in bargaining and strong knowledge of labor laws.

Responsibilities

  • Formulate and recommend negotiation strategies aligned with city goals.
  • Negotiate CBAs/MOUs and participate in labor-management committees.
  • Analyze and communicate proposals, handle grievances and responses.
  • Develop training for managers on applying newly negotiated agreements.
  • Design compensation studies and cost analyses to inform bargaining proposals.
