Job summary

The City of Bellevue seeks a Labor Negotiator, HR Manager to lead bargaining with represented employees, develop citywide labor relations programs, and supervise compensation studies. You will partner with department leaders and unions to craft contracts, MOUs, and effective HR policies while upholding public service values.

The role requires strong negotiation, mediation, and analytical skills, plus experience with public sector labor law.

Qualifications

• Bachelor's degree required in business administration, public administration or related field.
• Master's degree or JD preferred for advanced labor relations practice.
• Minimum 5 years in labor relations, contract negotiation, or similar roles.
• Experience with public sector labor laws and collective bargaining processes.
• First chair experience in labor negotiations is required.

Responsibilities

• Formulate negotiation strategies with department and City leadership.
• Negotiate CBAs, MOUs, and related agreements on behalf of the City.
• Present proposals to management, officials, and union reps as needed.
• Analyze and monitor collective bargaining agreements for compliance and impact.
• Lead compensation studies and cost analyses for negotiations.
