Job summary

Nightwing is seeking a JCDC TFAN Lead to oversee the operational execution of the triage function, managing a team of analysts responsible for rapid assessment and routing of cyber threat intelligence. You will coordinate with interagency partners and critical infrastructure stakeholders to ensure timely threat response.

Qualifications

Nightwing is supporting a U.S. Government customer to provide rapid deployment and management of secure cloud-based engagement kits for cyber incident response and threat hunting operations. As part of the Engagement Support Services (ESS) contract, this program enables analysts to quickly access the tools and environments they need to investigate cyber threats affecting federal agencies, state and local governments, and critical infrastructure. Working on this team means directly supporting the nation’s cybersecurity defenders by ensuring they have reliable, scalable, and secure cloud infrastructure available within hours of a cyber incident—helping protect America’s digital infrastructure when it matters most.

The JCDC TFAN (Triage, Fusion Analysis, and Notification) Lead will oversee the operational execution of the JCDC’s initial threat triage function, managing a team of analysts responsible for the rapid assessment, prioritization, and routing of cyber threat intelligence and incident reports. This position serves as the primary coordination point between the triage team and other JCDC divisions, interagency partners, and critical infrastructure stakeholders.

Responsibilities:

• Lead and manage a team of 10-15 cyber triage analysts, ensuring coverage and operational readiness
• Establish and maintain standard operating procedures (SOPs) for ticket intake, triage, and escalation processes
• Coordinate with CISA divisions, FBI, NSA, and other interagency partners to ensure seamless information sharing and threat response
• Oversee quality assurance of triage assessments and analyst recommendations
• Conduct daily operational briefings and provide situational awareness to JCDC leadership
• Manage team training programs and professional development initiatives
• Serve as escalation point for complex or sensitive threat intelligence requiring senior-level coordination

Required Skills:

• 10+ years of experience in cybersecurity operations, threat intelligence, or SOC environments
• 3+ years in a supervisory or team lead capacity
• Deep understanding of cyber threat landscape, attack vectors, and adversary tactics, techniques, and procedures (TTPs)
• Proven experience coordinating with federal agencies and interagency working groups
• Strong knowledge of incident response frameworks (NIST, SANS) and threat intelligence platforms
• Experience with MITRE ATT&CK framework and structured analytic techniques
• Excellent written and verbal communication skills with ability to brief senior leadership
• Must be able to work collaboratively across physical locations

Desired Skills:

• Experience with DHS or CISA mission and operations
• Experience the CISA NCISS National Cyber Incident Scoring System to be able to prioritize triaging of incident
• Knowledge of general attack stages (e.g., foot printing and scanning, enumeration, gaining access, escalation of privileges, maintaining access, network exploitation, covering tracks, etc.)
• Demonstrated experience with recognizing and categorizing types of vulnerabilities and associated attacks- Knowledge of Computer Network Defense policies, procedures, and regulations
• Knowledge of different operational threat environments (e.g., first generation [script kiddies], second generation [non nation-state sponsored], and third generation [nation-state sponsored])
• Knowledge of system and application security threats and vulnerabilities (e.g., buffer overflow, mobile code, cross-site scripting, PL/SQL and injections, race conditions, covert channel, replay, return- oriented attacks, and malicious code)

Required Education:

Bachelor’s degree in a technical discipline from an accredited college or university in Computer Science, Cybersecurity, Computer Engineering, or related discipline; Master’s degree in relevant field is preferred

• CISSP, GCTI, GCIH, or similar advanced certifications

Salary & Benefits

The salary associated with this position ($122,000-$253,000) is commensurate with the selected candidate’s qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
