Job summary

Bechtel is seeking an Instrument and Controls Startup Engineer for the Thacker Pass project in Nevada. You will lead precommissioning and commissioning activities, coordinating with management, engineering, construction and clients to drive startup success.

The role requires extensive experience in plant startup, I&C testing and project execution, with the ability to guide teams through complex commissioning workflows on an on-site basis.

Qualifications

• Bachelor's degree (or international equivalent) required.
• 10–13 years of relevant experience, or 14–17 years of total work experience.
• Experience in Precommissioning, Commissioning, Startup or facility operations; supervisory experience.

Responsibilities

• Develop Advanced Work Packages for Instrument and Controls tests during home office assignment.
• Prepare system preoperational testing procedures and integrated test documents.
• Prepare, award and administer specialty subcontracts to support commissioning.
• Provide on-the-job training of client personnel as needed.
• Monitor and manage startup schedule and budget accounts.
• Conduct system turnover walkdowns and manage punch lists.

Project Overview:

Thacker Pass is the largest known lithium resource in the United States. Once complete, the mine and processing facilities will produce more lithium carbonate than any other
facility in the United States by far - enough to power 1 million electric vehicles per year.
As the EPCM contractor for Lithium Americas, Bechtel is responsible for managing and integrating the efforts of a team contractors engineering and building the facility. We are
also managing procurement of about $1 Billion in goods and services.
Earth work began in 2023 and design and procurement of long-lead equipment is underway.
The project is located in the high desert and wide-open spaces of north-central Nevada about 25 miles from the Oregon border, 1 hour northwest of Winnemucca, Nevada and 3 hours northeast of Reno.
Planned with sustainability and the environment in mind, the facility will use its excess process heat to generate electricity and will recycle process water up to seven times. Once
the second phase of the project is complete, Thacker Pass will produce more than 16 times the current U.S. output of lithium.

Job Summary:

In this role, you will be responsible for precommissioning and commissioning planning activities. You will coordinate with project management, engineering, construction, and
clients to leverage diverse technical team skills to integrate the startup plan. You will identify risks and trends, manage progress reporting, and proactively correct courses to
ensure goals, schedules, and requirements are met. #LI-NP1

Major Responsibilities:

• Reports to Bechtel Thacker Pass Lead Instrument and Controls Startup Engineer and Commissioning Preoperational Manager
• The CSU Instrument and Controls Startup Engineer has the overall responsibility for the Instrument and Controls systems of the Thacker Pass Project. This includes coordinating with other disciplines and organizations to prepare and execute a plan to complete all Instrument and Controls testing activities including component level, system level and integrated facility level testing;
• Development of Advanced Work Packages for Instruments and Controls Precommissioning and Commissioning testing activities during home office assignment
• Participating in development of the project startup manual, preparing system preoperational testing procedures and integrated system/unit test procedures and
  other similar required documents;
• Prepare, award and administer specialty subcontracts as required to support commissioning activities.
• Provide On the Job training of client personnel if required by the contract.
• Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. based on review of documents during development of the preoperational test procedures and executing of the commissioning to ensure all such documents are consistent.
• Prepare detailed startup plans for the project precommissioning and commissioning activities;
• Monitor and maintain the applicable precommissioning and commissioning schedule and budget accounts;
• Direct, conduct and participate in system turnover walkdowns, both Construction and Client turnovers, including development, tracking and resolution of punch list items related to electrical equipment.
• Work hours as required, including shiftwork, overtime, weekends and holidays as necessary to support the project program;
• Perform other duties as directed in support of project activities.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
• Minimum of 7 years prior experience in Precommissioning, Commissioning, Startup or facility Operations including at least 2 years in a supervisory or managerial position
