Job summary

Cadmus seeks candidates to support homeland security exercises for public and private sector clients. You will help design, conduct, and evaluate HSEEP exercise programs covering terrorism, cybersecurity, and natural disasters.

Some domestic travel is likely, and this proposal-focused role offers will be contingent upon award. This position also involves policy assessment, analysis, research and professional writing in homeland security or public policy fields, with collaboration across experts

Qualifications

  • Bachelor’s degree required in a related field.
  • Minimum of five years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, or related field.
  • Working knowledge of HSEEP principles and documentation.
  • Experience coordinating with multidisciplinary teams and stakeholders.
  • Strong research, analytical, writing, and presentation skills.
  • Ability to independently manage assignments and deliver client-ready work.
  • Strong attention to detail and quality control.
  • Proficiency with Microsoft Word, PowerPoint, Excel, Outlook, and Teams.
  • Domestic travel ability.
  • U.S. Citizenship with potential for Public Trust clearance.

Responsibilities

  • Independently support the planning, design, conduct, and evaluation of HSEEP exercises.
  • Lead assigned exercise planning workstreams and coordinate with staff, clients, SMEs, and participating organizations.
  • Support development of objectives, scenarios, planning materials, manuals, guides, evaluation materials, and AAR/IP.
  • Support planning meetings and sessions involving government and private-sector stakeholders.
  • Conduct research and analysis on homeland security, cybersecurity, emergency management and critical infrastructure risks.
  • Translate technical/policy information into audience-appropriate materials and briefings.
  • Coordinate exercise logistics, communications, document reviews, records, and action-item tracking.
  • Analyze evaluator observations and feedback to identify findings and improvements.
  • Review products for accuracy, completeness, formatting, and compliance.
  • Manage tasks/deliverables to schedules and communicate risks to leadership.
