Job summary

Cadmus seeks candidates to lead the design, execution, and evaluation of homeland security exercises for both public and private sector clients. The role covers HSEEP-compliant exercises for CISA, with policy assessment and strategic planning as potential extensions.

Candidates should have a Bachelor's degree and at least eight years of relevant experience, plus strong writing, briefing, and stakeholder-management skills.

Qualifications

• Bachelor's degree in a relevant field.
• 8+ years of professional experience in exercise planning, emergency management, or homeland security.
• Experience leading the design and delivery of HSEEP exercises.
• Experience producing HSEEP documentation and after-action materials.
• Ability to manage multiple workstreams and stakeholders.

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises for CISA.
• Develop exercise objectives, scenarios, planning schedules, and evaluation methods.
• Lead planning meetings and coordinate inputs from clients, SMEs, and staff.
• Develop and review exercise documentation including Situation Manuals, Exercise Plans, Master Scenario Events Lists, facilitator guides, evaluator materials, multimedia injects, After-Action Reports, and Improvement Plans.
• Support tabletop exercises and other stakeholder activities.
• Direct assigned exercise teams and mentor staff.
• Conduct research on cybersecurity, critical infrastructure, emergency management.
• Analyze observations to develop findings and recommendations.
• Brief clients and senior stakeholders on decisions and outcomes.
• Identify risks and ensure quality and alignment with requirements.
• Ensure deliverables are accurate and compliant with templates and standards.
