Job summary

Cadmus, based in the United States, seeks candidates to support homeland security exercise programs for public and private sector clients. You will help design, conduct, and evaluate exercises covering terrorism, cybersecurity, and natural disasters.

This proposal-focused role requires strong writing and analytical skills, HSEEP knowledge, and the ability to travel domestically. The salary ranges from $65,000 to $75,000 with comprehensive benefits.

Qualifications

• Bachelor’s degree in emergency management, homeland security, public policy, or related field.
• 5+ years of professional experience in exercise planning, emergency management, or related areas.
• Working knowledge of HSEEP principles, processes, terminology, and documentation.
• Experience coordinating with multidisciplinary teams and government or private-sector stakeholders.
• Strong research, analytical, writing, and presentation skills.
• Ability to independently manage assignments and produce client-ready deliverables.

Responsibilities

• Independently support planning, design, conduct, and evaluation of HSEEP exercises.
• Lead assigned exercise planning workstreams with project staff and stakeholders.
• Develop exercise objectives, scenarios, planning materials, facilitator guides, and after-action reports.
• Support planning meetings and discussion-based exercises with government and private-sector partners.
• Translate technical or policy information into audience-appropriate exercise materials and briefings.
• Coordinate exercise logistics, communications, document reviews, and action-item tracking.
• Analyze evaluator observations and participant feedback to identify improvements.
• Review products for accuracy, formatting, and compliance with requirements.
• Manage tasks to schedules and communicate risks to leadership.
