Job summary

Cadmus seeks candidates to support upcoming homeland security exercises for public and private sector clients. You will lead design, execution, and evaluation of HSEEP-compliant exercises covering terrorism, cybersecurity, and natural disasters, with some policy analysis and strategic planning. Some domestic travel is likely.

Qualifications

• Eight+ years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, or related field.
• Experience leading HSEEP exercises and producing related documentation.
• Experience leading teams, assigning work, reviewing deliverables, and mentoring staff.
• Strong client-engagement, facilitation, research, analytical, writing, briefing, and presentation skills.
• Ability to travel domestically as required.
• U.S. Citizen with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises for CISA.
• Develop exercise objectives, scenarios, planning schedules, and evaluation methods.
• Lead planning meetings and coordinate inputs from clients, SMEs, and staff.
• Develop and quality review exercise documentation including manuals, plans, and After-Action Reports.
• Support tabletop exercises, workshops, seminars, and other discussion-based activities.
• Direct assigned exercise teams, mentor junior staff, and monitor progress.
• Conduct research and analysis on cybersecurity, critical infrastructure, and emerging threats.
• Brief clients and senior stakeholders on design decisions and status.
• Identify risks, resolve planning challenges, and maintain quality and schedule.
• Ensure deliverables are accurate, well-written, and compliant with templates.
