Analytica, a Bethesda, MD-based federal contractor, seeks a Lead Full Stack Engineer to guide development of secure APIs, dashboards, reports, and AI-assisted workflows for a government modernization initiative.

You will lead a team delivering secure applications, integrating Java/.NET backends with frontend dashboards, while ensuring security, accessibility, and scalable architecture across on-premises or hybrid environments.

Qualifications

  • 7+ years of experience in full-stack software engineering.
  • Strong hands-on experience with Java and/or .NET/C# in enterprise development.
  • Experience designing and building secure web apps, REST APIs, backend services and data-access layers.
  • Experience integrating AI capabilities using open-source AI/ML models/frameworks.
  • Proficiency with Git, automated testing, CI/CD, code reviews and Agile development.
  • Knowledge of authentication, RBAC, audit logging, secure coding and accessibility.
  • U.S. citizenship and ability to obtain Top Secret eligibility; Top Secret clearance preferred.

Job description

We are seeking an experienced Lead Full Stack Engineer to lead development of secure APIs, dashboards, reports, award views, signals, and AI-assisted workflows for a Federal data analytics and AI modernization initiative.

The team will deliver a secure, scalable platform that integrates structured and unstructured data, provides data visualization and traceable AI-assisted analytics, and gives examiners centralized tools for search, review, monitoring, and decision support. The platform will support professional judgment and will not replace authoritative agency financial or grants-management systems or execute financial transactions.

Key Responsibilities
  • Provide technical leadership and hands‑on development for a full‑stack engineering team delivering secure Federal applications.
  • Design, develop, and maintain backend services, REST APIs, data-access layers, and enterprise applications using Java and/or .NET.
  • Build responsive, reusable front‑end components, dashboards, reports, award views, signals, and AI-assisted workflows.
  • Integrate open‑source AI and machine learning models into secure applications and workflows, including model‑serving, inference, prompt/workflow integration, and evaluation as appropriate.
  • Develop solutions that combine structured and unstructured data to support search, analytics, monitoring, and AI-assisted decision support.
  • Design secure, scalable application architectures that can operate in on-premises, hybrid, or controlled Federal environments.
  • Establish and enforce coding standards, code‑review practices, automated testing, CI/CD processes, and release‑readiness controls.
  • Implement secure application capabilities including authentication, role‑based access control (RBAC), audit logging, data protection, and accessibility.
  • Collaborate with OMB, pilot agencies, product owners, data engineers, AI/ML practitioners, and other multidisciplinary technical teams through iterative development and user testing.
  • Troubleshoot complex technical issues and make architectural and implementation decisions that support scalability, maintainability, security, and performance.
  • Produce clear technical documentation supporting Government operation, maintenance, transition, and future expansion.
  • Ensure development practices align with Federal security, privacy, accessibility, records‑management, and Government data‑ownership requirements.
  • Support delivery of the MVP by the end of Month 6 within the seven‑month period of performance.
Required Qualifications
  • 7+ years of experience in full‑stack software engineering, including experience developing and supporting enterprise applications.
  • Strong hands‑on experience with Java and/or .NET/C# in enterprise application development.
  • Experience designing and building secure web applications, REST APIs, backend services, data‑access layers, and reusable front‑end components.
  • Experience integrating AI capabilities into software applications, including experience working with open‑source AI/ML models or frameworks.
  • Experience with modern software development practices, including Git, automated testing, CI/CD, code reviews, and Agile development.
  • Experience establishing or enforcing software engineering standards and development best practices.
  • Knowledge of application security concepts including authentication, RBAC, audit logging, secure coding, accessibility, and application performance.
  • Experience working with relational databases and developing applications that consume and transform structured and unstructured data.
  • Ability to provide technical leadership while remaining hands‑on with architecture, coding, troubleshooting, and delivery.
  • Strong communication, documentation, problem‑solving, and cross‑functional collaboration skills.
  • U.S. citizenship and ability to obtain and maintain Top Secret eligibility, as required for all contractor personnel supporting the effort.
  • Active Top Secret clearance highly preferred.
Preferred Qualifications
  • Experience integrating and deploying open‑source AI models in enterprise or Federal environments.
  • Experience with AI technologies such as LLMs, retrieval‑augmented generation (RAG), embeddings, vector search, model APIs, model serving, or AI agent/workflow frameworks.
  • Experience supporting OMB, Federal financial management, budget execution, grants management, payment systems, award oversight, financial reporting, or financial stewardship.
  • Experience delivering technology solutions in secure Federal, on‑premises, air‑gapped, or hybrid environments.
  • Experience with Linux, PostgreSQL and/or Microsoft SQL Server.
  • Experience with Jenkins, Azure DevOps, Kubernetes/Rancher, or comparable DevSecOps technologies.
  • Familiarity with modern Java and .NET frameworks and enterprise application architectures.
  • Experience working with data visualization, analytics platforms, or decision‑support applications.
  • Experience translating user and mission requirements into technical designs and production‑ready software.
  • Familiarity with Federal security, privacy, accessibility, and compliance requirements.
  • Experience supporting Federal financial management, budget execution, grants management, payment systems, award oversight, financial reporting, or financial stewardship is preferred.
  • Experience supporting Federal financial management, grants, payment, or award‑oversight platforms.
