Job summary

RINA is seeking a Senior Terminal Project Engineer for its Project Engineering Division, based in Houston, TX or Chicago/Lisle, IL. The role acts as technical authority for a major fuel storage and logistics terminal project, leading integration across operations, permitting, and design through FEED.

The ideal candidate has extensive owner/operator or terminal development background, deep knowledge of diesel and Jet A storage, rail/truck loading, and regulatory interfaces, with a proven track

Qualifications

• BS degree in Chemical, Mechanical, Petroleum engineering or related field.
• 15+ years in petroleum terminals, fuel storage, or liquid bulk logistics.
• 10+ years in leadership roles in engineering, operations, asset management, or project development.
• Experience with large terminals (>200,000 m3) preferred.
• Experience with marine fuel import/export.
• Experience with diesel and Jet A storage and distribution.
• Experience with rail and truck loading facilities.
• Experience supporting permitting and regulatory processes.
• Working knowledge of major U.S. engineering and terminal standards.

Responsibilities

• Lead development of the Terminal Basis of Design.
• Define operating philosophy, throughput targets, and storage strategies.
• Establish requirements for operation, maintenance, reliability, and expansion.
• Act as technical authority for terminal operations and design integration.
• Lead multidisciplinary teams through Concept and FEED.
• Coordinate interfaces between engineering, operations, permitting, and clients.
• Evaluate concepts and drive value engineering.
• Ensure alignment of commercial, operational, and engineering objectives.
• Support permitting strategy and stakeholder interactions.
