Job summary

Stacy Witbeck, a premier heavy civil contractor, seeks an Estimating Manager to lead its estimating teams in pricing, bidding, and negotiating complex projects from $5 million to $1 billion+. This role centers on developing detailed estimates, managing resources, and driving bid success.

The candidate will direct scope reviews, risk analysis, and JV estimating while leveraging HCSS, Bluebeam, and P6 to optimize production rates and schedules. Occasional travel is required.

Qualifications

  • 15+ years of construction and estimating experience or equivalent combination of technical training and construction experience are required.
  • Civil Engineering or Construction Management Degree preferred or equivalent experience will be considered.

Responsibilities

  • Lead estimating teams in pricing, bidding, and negotiating heavy civil, transit, and transportation projects from $5M to $1B+.
  • Prepare cost estimates for hard-bid and negotiated work using HCSS Heavy Bid.
  • Develop WBS, enter Bid Items, setup taxes, escalation, calendars, and schedules.

Lead Estimator/Estimating Manager

Department: Operations

Compensation: $135,000 - $210,000 / year

Description

Stacy Witbeck seeks a talented Estimating Manager as a key part of our succession planning. In addition to regional and national growth, we are preparing for the upcoming and well-deserved retirement of some of our estimating department’s leadership team members. In this role, you will lead estimating teams in pricing, bidding, and negotiating heavy civil, transit, and transportation construction projects ranging in value from $5 million to $1 billion+. This position is ideal for those who are looking to leverage their construction and estimating experience and wish to continue their career growth in estimating.

Essential Duties and Responsibilities:
  • Prepare cost estimates for both hard-bid and negotiated work in HCSS Heavy Bid; analyze and establish means, methods, production rates, and schedules.
  • Set-up new estimates, develop WBS, enter Bid Items, setup taxes, escalation, calendars, etc.
  • Develop estimate preparation schedules that include interim milestones and due dates to meet bid dates.
  • Assign or prepare a Project Schedule for estimate preparation purposes.
  • Assign estimating, take-off, and solicitation responsibilities to team members, lead the team through estimate completion, and manage the overall process.
  • Prepare Joint Venture Estimating Instructions.
  • Review General Conditions, Special Conditions, and Terms and Conditions.
  • Determine labor rates and tax rates.
  • Prepare plans for meeting DBE/MBE/WBE/LBE/SBE project goals and/or guide preparation of Good-Faith Efforts.
  • Direct methods of subcontractor and supplier solicitation.
  • Lead discussions on scope, access, and coordination with other disciplines.
  • Lead and actively participate in strategy meetings on project approach, schedule, strategy, and risk.
  • Assign or prepare the Indirects portion of the estimate, including the development of a Project Staff schedule.
  • Manage self-perform vs. subcontractor estimate comparisons.
  • Prepare Equipment Ownership Analysis.
  • Prepare Risk Analysis for use in analyzing and calculating margin.
  • Lead bid reviews, bid close-out, and bid submittal.
  • Present estimate in Owner/ICE reviews.
  • Lead estimate hand-off meetings with project teams.
  • Work with project teams to prepare as-bid estimate and budget.
  • Prepare/manage preparation of Bid Books.
Skills, Knowledge & Expertise

Requirements:

  • 15+ years of construction and estimating experience or equivalent combination of technical training and construction experience are required.
  • Civil Engineering or Construction Management Degree (preferred) or alternative field exposure/experience will be considered in place of a degree.
  • Experience in heavy civil, structures, transit, or transportation construction is required.
  • Experience in managing estimating teams is required.
  • Ideally will have worked as a Project Manager on heavy/civil construction projects.
  • Mastery of reading and interpreting plans, performing quantity take-offs, construction means and methods, productions, and scheduling.
  • Strong analytical and problem-solving skills.
  • Good organization and time-management skills.
  • Ability to multi-task daily issues with longer-term tasks.
  • Able to work to set deadlines and prioritize tasks.
  • Effective verbal and written communication skills.
  • Able to receive feedback on work product, and work with a team or autonomously.
  • Knowledge of MS-Excel software, MS-Word, P-6 Scheduling, MS-PowerPoint, Agtek, Bluebeam, and/or HCSS software is required.
  • Occasional travel is required.
