Northrop Grumman Mission Systems is seeking a Lead CPSO to support multiple programs under our Emerging Capabilities Development (ECD) business area as it relates to all applicable classified federal, contractual, customer and company requirements. The responsibilities include but are not limited to the following: supporting fast-paced, high-profile programs; creating, maintaining and leveraging working relationships with internal and external customers. Develops and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Routinely supports new business pursuits and classified solicitation activities. Mentors and trains a team of junior and/or mid-level ACPSO/CPSO's.

Experience in program security, with knowledge of implementing a multi-disciplined security program (access control, personnel security, physical security, OPSEC etc.). Studies and implements federal security regulations that apply to company operations. Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitor access to restricted records and materials. Conducts security education classes and related briefings. Investigates security violations and prepares reports specifying preventive action to be taken. Working knowledge of DoD 5205.07 SAP Manuals volumes 1-4, ICD 705, ICD 704, and/or NISPOM applicable sponsor procedures.

Basic Qualifications for a level 4:

  1. In-scope investigation (T5, T5R, SSBI, SBPR, PPR) completed within last 6 years or current enrollment in Continuous Evaluation (CE) program.
  2. Ability to meet enhanced security requirements to obtain/maintain SAP and SCI eligibility/access.
  3. 8 Years of CPSO or industrial security related experience with Bachelors; or 6 Years with Masters; an additional 4 years of applicable work experience may be substituted for Bachelor’s Degree. Related experience in lieu of a degree may be considered by the hiring manager.
  4. Working knowledge of the DODM 5205.07 V1-4 and ICD 705 Tech Spec.
  5. Experience using SIMS.

Preferred Qualifications:

  1. Prior compartmentalized security (SAP and/or SCI) experience.
  2. CDSE Industrial Security Training - FSO for Possessing Facilities, Intro to SAP, SAP Compliance, SAP Mid-Level, etc.
  3. Industrial Security Professional Certifications - SPeD SFPC, NCMS ISP, etc.
  4. Experience with customer high side networks to include CV2, CORE, CNET, JADE, ASCEND, SIC, etc.
  5. Experience supporting classified solicitation activities (BAA, CAA, RFI, RFP, etc.) and generating tailored proposal responses and BOE’s.
  6. Excellent customer service and communication skills.
  7. Ability to work independently and follow projects through to completion.
  8. Ability to maintain flexibility to deal with changing priorities and deadlines.
  9. Experience leading or mentoring other personnel in a team environment.
  10. Strong working knowledge of basic office automation tool suites such as MS Office (Word, Excel, PowerPoint).
  11. OPSEC program experience.
  12. Self-starter with minimal supervision.
  13. Willing to work extended hours, in a fast paced, deadline driven environment, excellent communication skills speaking, writing skills and organized skills enabling effective communications.
  14. Computer and desktop office software products experience.
  15. Classification review experience.

Salary Range: $108,400 - $162,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
