Job summary

Oakland Housing Authority is seeking a Contract Specialist to lead procurement activities for assigned client departments in Oakland, CA. You will manage complex contracts from solicitation through awards, ensuring compliance with HUD rules and internal policies.

The role requires strong analytical skills and the ability to coordinate with multiple stakeholders. The position is a project-based, full-time assignment up to 36 months, with a salary range of approximately $118,115.40 to $130,460.46

Qualifications

• Bachelor's degree in business or public administration or related field.
• Four years of highly responsible procurement experience.
• Valid California driver's license and insurable driving record.
• Bilingual skills (ASL, Mandarin, Cantonese, Vietnamese and/or Spanish) are a plus.

Responsibilities

• Lead procurement activities for assigned client departments from initiation through closeout.
• Provide guidance on contracting approaches, methods, options, and industry standards.
• Prepare solicitation packages and ensure HUD regulatory compliance.
• Prepare board submittals and make award recommendations.
• Monitor contractor performance and resolve contract disputes or protests.
