POSITION OVERVIEW

The Lead Analyst, HR Services reports to the Manager, HR Services and is responsible for leading HR process design, governance, and internal controls across the Oracle HCM Cloud suite, including Oracle Recruiting Cloud (ORC), Core HR, Performance Management, Goals, Talent Review, Succession Planning, Compensation, Benefits, and Absence Management. This role ensures HR policies, regulatory requirements, and business rules are consistently executed through controlled, auditable workflows, approvals, eligibility rules, and effective-dated transactions that support accurate, compliant, and scalable HR operations. The role also provides support for Oracle E-Business Suite (EBS) HR processes within a hybrid environment.

RESPONSIBILITIES AND ESSENTIAL DUTIES
Oracle HCM Cloud Process & Controls
  • Serve as the functional subject matter expert for Oracle Cloud HCM applications.
  • Govern end-to-end HR processes across ORC, Core HR, Performance, Goals, Talent, Succession, Compensation, Benefits, and Absence Management.
  • Translate HR policies and regulatory requirements into standardized workflows, approvals, eligibility rules, and effective-dated processing.
  • Ensure consistent execution and control integrity across the hire-to-retire lifecycle.
  • Assist in the design and performance of system testing for new functionality, patches, and upgrades.
  • Document requirements, define scope and objectives, and formulate systems to parallel strategies.
  • Maintain Oracle Cloud HCM data structures/tables; research, analyze, and report, on data pertaining to Human Resources.
  • Develop job aids, training materials and deliver system training and support to HR staff and end users on HRIS functionality.
  • Support both HR and the business in the navigation of self-service applications.
  • Assist in the change process to ensure business requirements are addressed through Oracle Cloud HCM systems and processes.
Recruiting, Core HR & Workforce Lifecycle
  • Ensure offer components, approvals, and pre-employment requirements align with compensation, compliance, and downstream onboarding controls.
  • Monitor data accuracy and timing during candidate-to-employee conversion to ensure complete and compliant employee records.
  • Oversee ORC processes including requisition approvals, offer governance, and candidate-to-employee conversion.
  • Lead governance of Core HR processes including hires, job and organization changes, manager updates, terminations, and employee data maintenance.
  • Ensure effective-dated transactions, approval workflows, and validation rules are applied consistently across the organization.
  • Ensure workforce data accuracy and auditability.
Performance & Goals Management, Talent & Succession
  • Govern performance and goal management processes to ensure review cycles, eligibility, and manager access are correctly controlled.
  • Monitor cycle timing, completion rates, and data accuracy to support downstream decision-making.
  • Oversee talent review and succession planning processes to ensure role eligibility, participant inclusion, and confidentiality controls.
  • Ensure succession data aligns with organizational structures and leadership frameworks.
Compensation, Benefits & Absence
  • Govern compensation processes including annual merit, bonus, equity, and off-cycle changes.
  • Ensure eligibility profiles, guidelines, approval hierarchies, and effective dates are properly controlled and enforced.
  • Lead governance of benefits eligibility, enrollment, and life event processing.
  • Ensure benefit rules, timing, and approvals align with regulatory requirements and payroll deductions.
  • Govern absence plans, accruals, balances, and approval workflows.
  • Ensure absence transactions align with payroll cutoffs, regulatory requirements, and reporting needs.
Governance, Compliance & Continuous Improvement
  • Lead cross-functional working sessions for Oracle HCM Cloud configuration changes, including aligning lifecycle dependencies, impact analysis, testing, approvals, and release readiness.
  • Assess downstream impacts of changes to jobs, organizations, grades, security roles, approval hierarchies, and eligibility profiles.
  • Provide support for Oracle E-Business Suite (EBS) HR processes, ensuring alignment and data continuity in hybrid environments.
  • Design and monitor preventive and detective controls across Oracle HCM Cloud to support SOX, internal governance, and regulatory compliance.
  • Support internal and external audits, respond to findings, and implement sustainable remediation.
  • Identify opportunities to streamline processes while maintaining strong controls and data integrity.

KNOWLEDGE AND SKILLS:

Must have an in-depth knowledge of Oracle Cloud HCM Platform, Oracle EBS, or similar system, with a basic understanding of technology and system principles. Requires strong analytical skills and a solid understanding of HR processes, functionality, structures, and regulations, including data privacy and security requirements. Familiar with relational database concepts.

Skills:
  • Demonstrated experience supporting multiple Oracle HCM Cloud modules or similar system across the employee lifecycle.
  • Strong understanding of effective-dated data, eligibility profiles, approval workflows, and role-based security.
  • Experience supporting payroll interfaces and vendor data accuracy (e.g., ADP).
  • Experience with Oracle Cloud HCM Platform or similar system including Core HR, Recruiting, Compensation, Benefits, Payroll (ADP), Performance, and Talent Management preferred.
  • Experience interpreting and translating end user requirements into actionable technical terms for IT team.
  • Advanced MS Office experience.
  • Advanced data analysis skills and experience processing large data volumes in Excel or Access.
  • Strong understanding of HR systems, data structures, and processes; experience with Oracle Fusion preferred.
  • Ability to think critically, multi-task, manage priorities, and excellent follow through required.
  • Must be solutions-oriented and have exceptional written, verbal, and interpersonal communication skills.
EDUCATION AND EXPERIENCE
Education, Training and Certifications:

Bachelor’s degree preferred. Equivalent combination of education and experience in Human Resources and/or Information Systems may be considered.

Experience:

10+ years of overall experience in HR operations, process governance or controls, and subject matter expertise in multiple Oracle Cloud HCM, Oracle EBS, or PeopleSoft Cloud modules preferred; comparable enterprise HCM platforms considered. Systems implementation experience is a plus.

WORK CONDITIONS
  • Job is performed in a typical office environment, but is subject to time pressures and constraints, and is also dependent on input from others.
