THE POSITION

The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a LCB Licensing Specialist in the Bureau of Licensing, Licensing Evaluation Division. In this role you will be responsible for reviewing and processing routine and advanced complex liquor license and permit applications in support of the licensing program administered by the Pennsylvania Liquor Control Board. DESCRIPTION OF WORK

This role focuses on reviewing and evaluating liquor license and permit applications of varying complexity to support the Bureau of Licensing's mission. You will manage detailed regulatory reviews, verify documents, communicate with applicants, and help maintain accurate licensing records. As an LCB Licensing Specialist, you will perform the following duties:

• Application Review: Examine and evaluate license and permit applications for proper execution and eligibility
• Document Verification: Review legal agreements, court orders, and related materials for acceptability
• Background Checks: Research applicant and premises history for complaints, convictions, or pending actions
• Regulatory Assessment: Assess investigation reports for compliance with statutory, regulatory, and policy requirements
• Case Communication: Prepare summaries, address deficiencies, and coordinate with management on complex cases
• Record Management: Input and update licensing data in POSSE and utilize system tools for research and tracking

WORK SCHEDULE AND ADDITIONAL INFORMATION

• Full-time employment
• Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
• Work hours may be negotiable.
• Telework: You will have the opportunity to work from home (telework) part-time, up to four days per week, with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS

• Two years of experience as an LCB Licensing Technician 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
• Five years of clerical, administrative, or para-professional experience supporting a legal, licensing, or other regulatory program requiring the application of statutes, program policies, and industry regulations, and graduation from high school; or
• An equivalent combination of experience and training.

• You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
