Job Summary

The Manager Health, Safety, Security and Environmental Protection is responsible for ensuring compliance with federal, state, and local Environmental, Health, Safety, and Security (EHS&S) regulations and adherence to company policies and implementation of company best practices. The manager is responsible for planning, directing, and managing all aspects and activities related to staff safety, industrial hygiene, emergency response/fire protection, security, environmental and process safety (including PSM and RMP) for the refinery.

Minimum Qualifications

  • Bachelor's degree in engineering, safety engineering technology, fire protection & safety, environmental, or other related technical degree
  • 12 -15 years facility refining/process industry experience in Safety, Process Safety, and/or Environmental Protection
  • 5 to 8 years business unit level management experience over one of the following: Safety, Process Safety or Environmental Protection
  • Certified Safety Professional CSP certification, strongly preferred
  • Valid Driver's License
  • Ability to obtain a Transportation Worker's Identification Credential (TWIC)

Job Duties
  • Lead the efforts for continuous improvement of Health, Safety, Emergency Response, Process Safety, Environmental, and Security performance.
  • Develop and implement overall strategies to assure a safe and environmentally compliant workplace and to drive continuous improvement.
  • Provide and demonstrate Safety Leadership by promoting the concept of proactive safety, taking personal responsibility to seek out at-risk behaviors and conditions.
  • Propose innovative ideas for strengthening health, safety, environmental, process safety, emergency response and security performance.
  • Ensure compliance with corporate, local, state, and federal regulations and ensure proper documentation and reporting requirements are met.
  • Develop the organization and staff to reach the goal of ZERO Injuries and Zero Reportable releases (directly with HSSE staff and indirectly with the rest of the organization by cultivating a "Joint Ownership" culture).
  • Serve as member of Refinery Senior Management Team (SMT), responsible for written and verbal communication to all regulatory entities as well as the facility leadership team, key departments, the CITGO Corporate HSSE and Legal Departments and the community.
  • Participate in the development of overall refinery strategies and objectives, development of the refinery Mid Term Plan (MTP) and budget.
  • Contribute to achieving overall refinery goals.
  • Manage the measurement, audit, and assessment of the effectiveness of refinery HSSE programs.
  • Serve as member of Corporate HSSE Functional Excellence Team. Collaborate on the development and implementation of enterprise wide HSSE goals and initiative
