Job Title: Latino Services Manager

Location: NCW Libraries Administration Office in Wenatchee, WA

FLSA Status: Non-Exempt

Position Type: Salaried/Full Time

Wage: JG 130 $33.70- $45.29 (non-MLIS or relevant Master’s degree)

JG 140 $35.72-48.01 (MLIS or relevant Master’s degree)

Bargaining Unit: Unit 2

Position Summary:

The Latino Services Manager plays a key role in furthering NCW Libraries’ strategic goals through developing, coordinating, implementing, and evaluating targeted initiatives and service goals for their assigned specialty area. This position prioritizes service development in response to the most pressing educational, recreational, cultural, and social needs and interests for patrons across the district. The Latino Services Manager models inclusivity and prioritizes diverse perspectives in all programming and initiatives and seeks to maximize impact by intentionally prioritizing communities experiencing opportunity gaps.

This position reports to and receives general direction from the Associate Director of Programs and Services and works closely with other Services Managers and departments.

Essential Duties and Responsibilities:

  • Develops, facilitates, and evaluates system-wide programs, services, and initiatives intentionally designed to reduce barriers and increase access for historically marginalized and underserved audiences.
  • Coaches and supports programming staff in the development of effective, equitable, and community-responsive programs and services designed to meet local needs and interests.
  • Develops and maintains partnerships with regional organizations to understand and meet shared needs and goals across the district.
  • Supports library staff in developing and leading outreach programs and presentations to various audiences throughout the community to expand library access.
  • Increase capacity for programming staff by developing, maintaining, and managing program and outreach supports applicable to Latino Services.
  • Plans, develops, and delivers relevant meetings and training for library staff.
  • Leads, coordinates, and actively participates on internal and external committees as needed or assigned.
  • Successfully collaborates with relevant departments to expand reach.
  • Manages assigned budget and works to effectively steward public funds.
  • Uses qualitative and quantitative data assessment tools to measure impacts of programs and services.
  • Oversees all aspects of relevant software systems as applicable.
  • Represents NCW Libraries through excellent written and oral communications, reports, and presentations to the NCW Libraries Board, staff, community collaborators, partners, news outlets, patrons, and the public.
  • Maintains professional expertise and knowledge relevant to the assigned audience.
  • Distributes professional development resources to staff when approved.
  • Follows NCW Libraries’ leadership philosophy, practices adopted management skills and seeks opportunities to continually strengthen professional adaptive skills.
  • Stays informed of library policies and procedures.
  • Performs other duties as assigned, apparent, or required, including the work of lower classifications as needed.
Education & Experience:
  • Bachelor’s degree from a four-year college or university. MLIS or relevant Master’s degree required; an equivalent combination of education and relevant experience may be considered in lieu of the degree.
  • Minimum two (2) years of demonstrated experience planning, implementing, and evaluating multiple community programs.
  • Minimum two (2) years of demonstrated experience performing direct community outreach and engagement.
  • Experience developing and leading organizational initiatives.
  • Demonstrated experience building long-term partnerships and relationships with community agencies, organizations, and community leaders.
  • Experience planning and administering a program budget.
  • Ability to work independently and exercise judgment in implementation of organizational initiatives.
  • Bilingual in English and Spanish required.
  • Bicultural Latino/Latina/Latine highly desired.
Other Required Qualifications
  • Washington State Driver’s License and a clean driving record required. Ability to travel throughout the district to various locations, including sites away from branch libraries.
  • Proficiency using PCs in a Windows environment.
  • Experience using social media to promote programs and activities and engage with regional audiences.
  • Ability and willingness to work a varied schedule, including evenings and weekends as needed.
Work Environment & Physical Demands:
  • Normally seated, standing or walking at will.
  • Normal physical activity includes occasional bending, pushing, pulling, and lifting and carrying, which may range up to 45 lbs. upon occasion.
  • Keyboarding and working at a computer monitor for extended periods required.
  • Phone usage, reading, speaking, and listening.
  • Interaction with library system staff, library customers, other libraries, agencies and organizations, or vendors will be necessary to resolve situations or problems.
