Job summary

New York City Department of Transportation is seeking a Landmarks Preservationist to work within the Traffic Engineering & Planning unit, focusing on compliance with NHPA, 36 CFR 800, and NEPA for transportation projects.

Job description

To be considered for this position, candidates must be serving permanently in the title of Landmarks Preservationist or have filed for Exam #4121 and be reachable on the civil service list once established. Proof of filing for the exam will be required.

The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings to ensure the safety of motor vehicle occupants, pedestrians, and cyclists. Within TPM, the Traffic Engineering & Planning (TEP) unit is responsible for conducting, reviewing, and approving transportation engineering and planning studies, analyses and methodologies including transportation planning assumptions for Environmental Impact Statements, Environmental Assessments, various traffic and transportation studies, and other related projects. The unit's work relates to every aspect of traffic operations, safety, and transportation planning from curb-cuts to area-wide studies.

The Mayoral Administration recently released the Streamlining Procedures to Expedite Equitable Development ("SPEED") report with reforms to make City processes faster and more accountable across four stages of development: environmental review and planning; pre-development and financing; permitting and approvals; and marketing and lease-up. To help make the planning, permitting and approval processes faster, TEP seeks to hire a motivated candidate to serve as a Landmarks Preservationist working within a multi-disciplinary team dedicated to improving transportation in the city through various transportation infrastructure projects.

Under general direction, with broad latitude for the exercise of independent judgment and initiative, the candidate will participate in planning, organizational, and policy determinations in the New York City Department of Transportation (NYC DOT) as they apply to Section 106 of the National Historic Preservation Act (NHPA) of 1966, Title 36 of the Code of Federal Regulations, Part 800 (36 CFR 800), and Section 14.09 of the New York State Historic Preservation Act; and perform related work. The candidate will assist with drafting legal agreements, preparing and executing mitigation measures, and preparing historic resource analyses for compliance with the National Environmental Policy Act (NEPA). The candidate will also review related work and documents provided by consultants to ensure that submission information is comprehensive and accurate. Therefore, the candidate should have experience with historic resources and regulatory compliance. The candidate will help establish priorities and liaison with Federal and State agencies; formulate regulations, standards, plans and programs related to Historic Preservation as they relate to NYC DOT; and formulate, organize and supervise investigations related to these matters. Under the direction of the Associate Landmarks Preservationist, the candidate will assist with the organization of public hearings and other related tasks. The candidate will help to maintain and manage files related to the unit's work including maps, photographs and slides.

Minimum Qualifications

• 1. A master's degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) with a major in historic preservation, architectural history, art history, architecture or American history; and one year of full-time satisfactory experience working in the fields of preservation, restoration or conservation of historic structures; or conducting research in architectural or art history, or working as an architect or architectural assistant; or teaching college level courses in historic preservation, architectural history, art history, architecture or American history; or
• 2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) with a major in historic preservation, architectural history, art history, architecture or American history; and two years of full-time satisfactory experience as described in "1" above; or
• 3. Education and/or experience equivalent to "1" or "2" above. Graduate study in any of the majors listed in "1" above can be substituted for up to one year of required experience on the basis that 30 graduate credits is equivalent to 1 year of experience. However, all candidates must have a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) with a major in any of the fields listed in "1" above, and one year of full-time satisfactory experience as described in "1" above.

Preferred Skills

Familiarity with archeological resources, National Register of Historic Places eligibility, and section 4(f) procedures preferred but not required. Candidates must meet the qualifications under Title 36 of the Code of Federal Regulations, Part 61, Appendix A (36 CFR 61) in fulfillment of the requirements under Section 106.
