Preconstruction & Land Development Manager
Location: Atlanta, GA
Department: Land Development / Preconstruction
Reports To: Director of Land or VP of Construction (customizable)
Position Overview:
We are seeking an experienced and strategic Preconstruction & Land Development Manager to oversee the planning, entitlement, budgeting, and early-phase development of residential communities across the Atlanta metro area. This role is essential to ensuring successful project launches by managing all preconstruction activities—ranging from due diligence and permitting to land clearing and infrastructure development.
The ideal candidate brings a deep understanding of land development, sitework, and utility coordination, and has a strong track record of working with municipalities, engineers, and contractors to deliver shovel-ready lots on time and within budget.
Key Responsibilities:
Preconstruction & Planning
- Oversee due diligence efforts, including feasibility studies, site evaluations, environmental assessments, utility research, and zoning compliance.
- Collaborate with land acquisition, construction, and architectural teams to ensure accurate planning and feasibility analysis of new communities.
- Develop and manage development budgets, project timelines, and critical path schedules.
- Coordinate with engineers, surveyors, attorneys, and municipal agencies to prepare and submit plans for permits and approvals.
- Assist in securing all entitlements, permits, and rezoning efforts required for development.
Land Development Execution
- Manage all site development activities, including clearing, grading, infrastructure, stormwater systems, water/sewer installation, and road construction.
- Supervise land development contractors and ensure compliance with specifications, budgets, and timelines.
- Work closely with utility providers, city inspectors, and local officials to ensure projects move smoothly from grading to finished lots.
- Identify and mitigate development risks through proactive problem-solving and stakeholder communication.
- Provide ongoing updates and reporting to executive leadership on project status, schedule changes, and budget variances.
Qualifications:
- Bachelor's degree in Construction Management, Civil Engineering, Urban Planning, or related field preferred.
- Minimum of 5+ years of progressive experience in land development or preconstruction within the residential construction industry.
- Proven knowledge of local zoning codes, permitting processes, and land entitlement regulations within the Atlanta metro area.
- Strong understanding of civil site design, grading, erosion control, and utility coordination.
- Demonstrated experience managing budgets, schedules, and contractors across multiple active developments.
- Excellent project management, communication, and negotiation skills.
- Proficiency in software such as Microsoft Project, Bluebeam, AutoCAD, or construction management platforms (Buildertrend, Procore, etc.).
Preferred Attributes:
- Local market knowledge of Atlanta-area municipalities, permitting timelines, and development partners.
- Ability to balance multiple active projects with varying levels of complexity.
- Comfortable representing the company in public hearings, planning board meetings, or neighborhood associations when needed.
