Due to active promotional lists, open to DOHMH employees only who are permanent in the civil service title of Administrative Procurement Analyst (Non-Managerial) or Administrative Staff Analyst (Non-Managerial).
OR open to citywide employees who are permanent in the comparable civil service titles of:
Administrative Contract Specialist and Health Services Manager.

The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The NYC Public Health Laboratory (PHL) is one of the largest local public health laboratories in the United States where employees contribute to the health and safety of NYC residents by providing clinical and environmental laboratory testing services. PHL is committed to its mission to safeguard the health of all NYC residents by providing quality laboratory testing services that support the priorities of DOHMH and its community partners to prevent and respond to clinical and environmental public health concerns. The NYC Public Health Laboratory (PHL) is one of the largest local public health laboratories in the United States offering a dynamic and innovative work environment where employees contribute to the health and safety of NYC residents by providing clinical and environmental laboratory testing services. With more than 100 years of leadership in public health, a team of over 200 scientific and support staff are committed to its mission to safeguard the health of all NYC residents by providing quality laboratory testing services that support the priorities of the NYC DOHMH and its community partners to prevent and respond to clinical and environmental public health concerns.

We are seeking to hire a Laboratory Procurement Manager to manage procurement for PHL testing units, and oversee PHL's equipment inventory and remote temperature monitoring systems.

Proposed Duties
Lead Section procurement team.
Supervise, train, assign work, and evaluate the performance of staff. Able to shift priorities in response to rapidly evolving work environment.
Oversee Section expenditures and oversees budget data for grants and City funding.
Collaborate with Section staff, leadership and fiscal unit to complete assigned duties.
Oversee Section procurement including the obtaining of quotes and the preparation of requisitions.
Assist in the creation of procurement contracts.
Oversee the creation and execution of equipment service contracts.
Prepare expenditure and other relevant reports as needed.
Integral to planning and coordinating procurement for PHL's relocation.
Monitor and maintain critical laboratory supplies.
Oversee PHL's inventory system.
Oversee, Remote Temperature Monitoring system.

Preferred Skills:
The ideal candidate would have prior experience in logistics, coordination, and ability to effectively communicate and liaise with leadership and external stakeholders.
Prior experience with project management, including resource management, overseeing team activities and problem-solving.
Strong analytical skills.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.


Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
