Brief job description: Performs advanced (senior-level) consultative services and technical assistance for the DSHS Public Health Laboratory (PHLD) buildings. Works under limited supervision to consult with laboratory program and non-program staff to ensure safe, secure, efficient, and effective operation of laboratory buildings. Plans and coordinates building activities, serves as lead for preventative maintenance, manages inventoried laboratory property, and supports a Laboratory-wide safety culture. Availability before/after hours, holidays, and weekends for emergencies is required. Performs other duties as assigned.
EJF 1. Provides advanced consultative services and technical assistance under supervision. Interfaces with laboratory staff, The Texas Facilities Commission (TFC), and contractors to ensure safe operation by performing warranty work, repairs, or minor construction. Submits repair/warranty requests via TFC portal. Analyzes laboratory areas and develops action plans to avoid delays in testing. Advises laboratory management on policies, procedures, and standards related to building and program. Ensures maintenance/repair work does not interfere with laboratory operations. Advises on HVAC, electrical, plumbing, security, and space planning.
EJF 2. Plans and coordinates activities related to physical environment and security. Analyzes building conditions, collects data, and prepares reports with progress, trends, and recommendations. Coordinates housekeeping, HVAC, structural and safety maintenance with appropriate departments or external providers. Manages service contracts, statements of work, quotes, and bids; supports budget analysis for PHLD building projects. Ensures NFPA 101 Life Safety, ASHRAE standards, BMBL, and other regulations are met. Supports laboratory safety initiatives and responds to emergencies as needed.
EJF 3. Leads Laboratory Maintenance Team for preventative maintenance and data; ensures compliance with program requirements. Performs equipment maintenance, inspections, calibrations, and adjustments. Communicates work plans and approvals to staff; coordinates CMMS updates. Identifies equipment trends and resolves issues; may lead specialized projects due to equipment changes.
EJF 4. Manages accountability and disposition of inventoried laboratory property. Coordinates with Asset Management to inventory equipment, and arranges disposal of surplus or obsolete items. Updates procedures for asset accountability.
EJF 5. Performs other duties, including participation in disaster response/COOP or other agency obligations; may include alternate shifts or locations.
Knowledge of operation/maintenance of healthcare facilities, higher education facilities, or public health testing laboratories. Knowledge of BMBL requirements. Knowledge of Life Safety, HVAC, plumbing, electrical systems, and related infrastructure. Knowledge of building electrical systems, Test & Balance reports, and ventilation concepts. Knowledge of Texas Facilities Commission policies and procedures. Proficient with computers (Word, Excel, Access, PowerPoint, Visio, Adobe Acrobat) and CAD tools. Knowledge of NFPA standards and related safety regulations.
Skills: organization, time management, planning; problem solving and conflict resolution; excellent written communication; interpreting complex information; evaluating budgets; handling construction projects as Owner’s agent; applying ethical risk management; proficiency with Word Processing, Spreadsheets, Databases, PDF, CMMS, CAD, and reporting.
Abilities: document progress of projects to contract specs; resolve non-conforming work; coordinate installation and startup of mission-critical systems; read blueprints/submittals/specifications; demonstrate leadership; provide effective customer service; communicate technical information to diverse audiences; develop guidelines and procedures; build working relationships; lead teams and monitor progress.
Initial Criteria
Must be willing to work holidays and weekends; may require hours outside 8am–5pm. Transportation: valid Texas driver’s license; ability to operate state/personal vehicle for state business. Immunizations: compliance with DSHS Laboratory Exposure Control Plan. ADA accommodations available during hiring process.
