Under the general direction of the Labor Relations Manager in the Human Resources Office, the Labor Relations Specialist is responsible for providing technical and analytical staff work on complex and sensitive issues in the Labor Relations unit.

Job Description And Duties

The Department of Industrial Relations (DIR) is seeking a Labor Relations Specialist in the Administration Division, Human Resources Office, Labor Relations Unit. Under the general direction of the Labor Relations Manager in the Human Resources Office, the Labor Relations Specialist is responsible for providing technical and analytical staff work associated with complex, analytical, and sensitive issues in the Labor Relations unit. The Labor Relations Specialist is responsible for assisting in the administration of the DIR Labor Relations Program, which consists of a broad scope of functions, including labor relations, contract administration, grievance handling, and policy development and implementation. The Labor Relations Specialist is responsible for the research and analysis of more complex and controversial issues within the practice of labor-management relations under the scope of representation (wages, hours, and other terms and conditions of employment). The Labor Relations Specialist is responsible for using independent judgment and discretion to interpret and apply various Memoranda of Understanding (MOU) provisions, statutes, regulations, and policies and procedures in the field of labor relations, and to assist managers and supervisors in resolving labor disputes harmoniously and at the lowest level.

Working Conditions

This position is located at: 1416 9th Street, 13th Floor, Sacramento, CA 95814. We offer a hybrid work schedule that is consistent with the department’s telework policy. The incumbent works in an office and telework setting. The Human Resources Office space is established with sit/stand cubicle workstations and exposed to natural and artificial lighting. Being in a stationary position for long periods of time. The incumbent will use a computer and office equipment including a printer, copier, and telephone.

Special Requirements
  • Describe your experience in managing disputes and responding to and resolving grievances, complaints and unfair labor practice charges.
  • Describe your experience managing multiple projects with varying deadlines while ensuring accuracy of your work. Include the techniques you utilize to stay organized and be successful.
