OVERVIEW

The Cook County Department of Labor Relations seeks a Labor Counsel to provide legal representation and strategic guidance on labor relations matters. Responsibilities include handling arbitrations, Labor Relations Board cases, disciplinary issues, and advising department heads on labor policies, work rules, and organizational structure. The role also involves supporting collective bargaining negotiations and collaborating with stakeholders on high-level labor issues. LOCATION

Located in downtown Chicago's Loop District, near cultural sites, parks, restaurants, and excellent public transportation options, including buses, trains, bike lanes, and parking facilities.

ROLE SUMMARY

Represents Cook County in labor relations matters, providing legal advice and handling litigation, arbitrations, and negotiations. Advises department leaders on labor issues, including discipline, work rules, and organizational matters. Collaborates with outside counsel and elected officials, and handles high-confidentiality matters.

KEY RESPONSIBILITIES AND DUTIES

  • Represent Cook County in labor arbitrations and grievances
  • Develop litigation strategies, prepare witnesses, and negotiate settlements
  • Coordinate hearings and communicate with arbitrators
  • Research legal issues, analyze case laws, and prepare briefs
  • Advise departments on employment and labor laws, policies, and disputes
  • Handle litigation related to collective bargaining, including contract violations and disciplinary actions
  • Represent the County before the Illinois Labor Relations Board
  • Interpret labor agreements, policies, and laws
  • Assist in labor negotiations and policy enforcement, maintaining confidentiality
  • Work with outside counsel on employment issues
  • Advise on workers' compensation, disability, and return-to-work policies

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to resolve complex labor disputes through negotiation
  • Strong command of evidence rules, civil procedure, and trial advocacy
  • Effective collaboration with officials, management, and labor groups
  • Knowledge of relevant laws, including Illinois Labor Relations laws
  • Ability to interpret labor agreements and legal documents
  • Diplomacy, confidentiality, and professional communication skills

MINIMUM QUALIFICATIONS

  • Knowledge of Illinois law related to local government and health systems
  • Juris Doctor degree from an accredited law school
  • Licensed to practice law in Illinois
  • At least three (3) years of experience in labor relations, litigation, or related fields

PHYSICAL REQUIREMENTS

Sedentary work involving minimal physical exertion, primarily sitting, with occasional walking or standing.

EMPLOYMENT TERMS

This position is exempt from County’s career service rules, at-will, and subject to political considerations. New hires must establish residency within Cook County within six months if not already residing there.
