Were looking for a detail-driven compliance expert to oversee certified payroll, vendor onboarding, and prevailing wage law enforcement.

Job Overview:

The Compliance/Vendor Manager ensures that ODIR Construction and its subcontractors adhere to all labor, regulatory, and contractual requirementsespecially on prevailing wage and public works projects. This proactive role collaborates across finance, HR, project teams, and external agencies to manage compliance, streamline processes, and mitigate risk throughout the project lifecycle.

Core Responsibilities:

Vendor & Subcontractor Management

  • Lead subcontractor prequalification, onboarding, and compliance verification (insurance, licenses, W-9, DIR registration).
  • Monitor subcontractor certified payrolls, prevailing wage adherence, LCP Tracker filings, and required labor documentation.
  • Negotiate and administer vendor agreements, change orders, and compliance documentation.

Compliance Oversight

  • Ensure company-wide compliance with California Public Works regulations and prevailing wage law (DIR / DavisBacon).
  • Implement internal audit and quality control processes on payroll, payroll filings, worker classifications, and fringe benefits.
  • Coordinate with legal and accounting teams on lien releases, OCIP/CCIP enrollment, and lien law.
  • Serve as key contact during internal and external compliance audits and government inspections.

Process & Systems

  • Lead compliance workflows using software like Procore, LCP Tracker or any other software required by client.
  • Develop, maintain, and update compliance policies, checklists, and standard operating procedures (SOPs).
  • Track compliance expirations (insurance, bonds, licenses); promptly notify teams and vendors.

Reporting & Training

  • Generate and present compliance reports and dashboards to leadership.
  • Provide training sessions for project managers and field staff on labor law, certified payroll, and subcontractor compliance.
  • Stay current on labor law changes, prevailing wage updates, and industry best practices.

Qualifications:

Education & Experience

  • Bachelors degree in Business, Construction Management, Human Resources, or related field.
  • 4+ years of vendor/subcontractor or compliance management in public works or construction.
  • Direct experience with prevailing wage, certified payroll, DavisBacon Act, and California labor codes is required.

Technical Skills

  • Proficiency with compliance platforms (e.g., LCP Tracker, GCPay) and accounting/project systems (Procore, QuickBooks Online).
  • Familiarity with California DIR and federal labor compliance systems.

Work Environment & Travel:

Primarily remote with occasional jobsite visits and travel to regulatory meetings or audits. Standard business hours, with flexibility during peak closing or audit periods.
