The Department of Labor & Industries (L&I), an employer of choice, is announcing an exciting opportunity for a Human Resource Consultant (HRC) 1, Payroll & Benefits Specialist!

Within L&I Office of Human Resources, our Payroll and Benefits team ensures employees are paid accurately and on time. We are looking for an individual to support our mission of Keeping Washington Safe & Working by providing exemplary customer service to our customers both internal, and external.

As a Payroll & Benefits Specialist, you will be responsible for collecting, reviewing, and maintaining employee records in the Human Resources Management System (HRMS). You will work with supervisors and employees to ensure that data is entered timely and correctly. In addition, this position performs payroll consulting duties by assisting with insurance benefits questions, retirement enrollments, and other relevant guidance for employees.

Duties

Some of what you’ll do:

  • Provide service, guidance, and assistance to management, supervisors, employees, and other state agencies related to payroll and benefit actions.
  • Research and interpret rules, collective bargaining agreements (CBAs), agency and statewide policy and practices.
  • Prepare electronic personnel action forms for appointments, separations, staffing changes, and personnel actions.
  • Enter appointment, time, attendance, deduction, and other personnel and payroll information into electronic systems.
  • Review time and attendance records for accuracy, resolving and reconciling issues.
  • Conduct new employee orientation in group or one-on-one settings.
  • Maintain I-9 employment eligibility documentation, as well as maintaining other confidential or sensitive personnel and payroll files.
  • Assist OHR staff and other agency personnel by obtaining and organizing data and historical records to support research and investigations.

Qualifications

Required:

  • Two (2) years of work experience communicating complex concepts verbally and in writing
  • Two (2) years of work experience providing direct customer service in a high volume or high production setting.
    • Demonstrating ability to prioritize and execute multiple conflicting tasks within required timelines with frequent interruption
  • One (1) year experience in an accounting, finance, payroll, or other similar setting.
    • Demonstrating the ability to add, subtract, multiply, and divide using fractions, ratios, and percentages such as calculation of gross pay or computation of tax rates.
    • NOTE: Education with a focus in accounting, finance, auditing, budgeting, or other related field may substitute year for year for experience.
  • Two (2) years’ experience working in a State of Washington personnel or payroll office with one (1) or more years of experience processing personnel actions in the SAP/HRMS ERP personnel/payroll system.
  • Experience in processing hiring actions, calculating salaries, and gross-to-net pay.

To help you maintain a proper work-life balance, teleworking is one of the work schedule options for this position. L&I also offers flexible custom work schedules. For this position, telework is permitted part time and dependent upon business needs. There is an expectation to report to the office at least once a week.The assigned duty station for this position is Tumwater, Washington.
