Job summary

Leidos is seeking a Senior Knowledge Manager to provide on-site support to USCYBERCOM elements, shaping KM strategies, policies, and procedures for capturing, sharing, and reusing critical knowledge.

You will drive KM strategy implementation, align with the CKO, and support senior leadership decisions by fostering a culture of streamlined information sharing and policy management.

Qualifications

  • Eight+ years of experience in Knowledge Management or Information Management.
  • BA/BS degree in Knowledge Management, Information Science, Information Systems, Library Science, or Business Administration.

  • Provide KM support to USCYBERCOM J3 through development and implementation of KM strategies, policies, and procedures to improve capture, share, and reuse of critical knowledge.
  • Promote information sharing of Cyber operational data and align KM tools with the USCYBERCOM Chief Knowledge Officer (CKO).
  • Support leadership decision making by promoting a culture of efficient information sharing, discoverability, and policy management.
  • Post, edit, and maintain KM content across classified and unclassified USCYBERCOM websites and portals.
  • Develop repeatable processes for responding to external and internal RFIs.

The Intelligence Sector seeks a highly qualified and trained Senior Knowledge Manager to provide on-site support to USCYBERCOM elements, play a key role in enabling mission success by enhancing information discoverability, streamline internal communication processes, and improv the sharing and reuse of critical Cyber operational data. As part of the Knowledge Management Working Group (KMWG) you will champion organizational learning and decision support through structured knowledge processes, policies, and collaboration tools.

This opportunity is in anticipation of a potential future contract award.

What you'll be doing:
  • Provide timely, accurate, relevant Knowledge Management (KM) support to USCYBERCOM J3 through development and implementation of KM strategies, policies, and procedures to improve ability to capture, share, and reuse critical knowledge.
  • Drive implementation of KM strategies and tools in alignment with the USCYBERCOM Chief Knowledge Officer (CKO), promoting information sharing of Cyber operational data.
  • Support USCYBERCOM J3 leadership decision making through promotion of culture that streamlines information sharing, discoverability, and policy management.
  • Post, edit, manage, and maintain KM content across classified and unclassified USCYBERCOM websites and portals.
  • Develop consistent, repeatable processes for responding to external and internal Requests for Information (RFIs).
  • Create, manage, and archive documentation and data in compliance with DoD records management regulations, and establish and manage file structures to ensure effective data access and discoverability.
  • Develop and maintain Tactics, Techniques, and Procedures (TTPs) to guide the flow of information, tested through training and exercises.
  • Participate in the Knowledge Management Working Group (KMWG) and relevant KM-focused meetings and training sessions.
  • Assist in defining command-wide KM priorities, mission objectives, and key performance indicators (KPIs); develop performance measures and provide regular progress reporting.
  • Optimize the use of the Workload Management System (WMS) by refining processes for monitoring, task assignment, and collaboration.
  • Analyze existing business processes and recommend technology solutions to improve collaboration, policy management, and operational effectiveness.
  • Identify, promote, and support KM best practices across directorates to build a culture of knowledge sharing and transparency.
What does Leidos need from me:
  • Active Top Secret clearance with SCI eligibility and Polygraph required.
  • Eight plus years' experience in Knowledge Management, Information Management, or related fields, preferably within the DoD or Intelligence Community working on unclassified and classified networks.
  • BA/BS degree in Knowledge Management, Information Science, Information Systems, Library Science, Business Administration or related field.
  • Demonstrate strong working knowledge of KM frameworks, DoD records management policies and collaborative technologies (e.g., SharePoint, MS Teams, WMS, JIRA).
  • Possess proven ability to manage complex data environments and support cross-functional coordination.
  • Demonstrated experience working in high-tempo, classified environments within DoD or intelligence agencies, and possess excellent written, verbal, and visual communication skills with the ability to craft SOPs, TTPs, briefings, and executive documentation.
  • Demonstrated ability to work independently and proactively in support of USCYBERCOM J3 senior leadership.
Favorable if you have:
  • Master's degree in Knowledge Management, Information Science, Information Systems, Library Science, Business Administration or related field, and Ten (10) or greater years' experience.
  • Certified Knowledge Manager (CKM) or equivalent KM training.
  • Intimate familiarity with USCYBERCOM organizational structure and operational environment.
  • Deep experience implementing KM tools, conducting process improvement initiatives, or participating in digital transformation efforts.
  • Possess expert-level knowledge of DoD 5015.2 records management standards and KM strategy development.
  • Prior participation within USCYBERCOM KM Working Groups or governance bodies.
