Olympia, WA. Remote Optional. This is planned to be an almost fully remote position with the occasional in-person meetings in Olympia, however, this is still to be determined.

$74,724.00 - $100,524.00 Annually.The indicated salary does not include a 3% general wage increase effective July 1st, 2025.


The Department of Children, Youth and Families (DCYF) is looking for a Juvenile Rehabilitation Forecast Analyst (Management Analyst 5) to maintain the Juvenile Rehabilitation Services (JR) portfolio. The forecast is essential to the agency’s budgeting process and helps ensure the agency’s future financial position. This work allows us to carry out our organizational mission of protecting children and families so that they flourish.

The Opportunity:

As a Juvenile Rehabilitation Forecast Analyst (MA5), your primary responsibility is to maintain the Juvenile Rehabilitation Services portfolio. The forecasts include facilities such as Echo Glen Children's Center (Snoqualmie), Green Hill School (Chehalis), and eight (8) Community Facilities across various regions. The ideal applicant enjoys diving into data and will have an opportunity to leverage that passion to positively impact youth in juvenile rehabilitation. There will also be opportunities to demonstrate problem-solving skills and creativity when analyzing the fiscal impacts of new policies.

Some of what you will do:
  • Maintain the JR per-cap forecast portfolio, accounting for over $175M of DCYF’s operating budget for the 2023-2025 biennium.
  • Design forecast models to predict expenditure volume and trends in JR programs.
  • Aggregate data into tables, charts, and statistical measures of outcomes.
  • Present research and findings along with recommendations to internal staff, other agencies, and external organizations.
  • Facilitate the JR Technical Work Group meetings as a representative of DCYF.
  • Collaborate with stakeholders regarding the fiscal impacts of policy and macroeconomic trends.
  • Work with DCYF staff to design data collection systems, establish data integrity rules, and perform quality assurance.
Required qualifications:
  • A Bachelor's degree in finance, statistics, mathematics, economics, or a related field, AND five (5) years in financial/budget forecasting, advanced mathematical/statistical analysis, macroeconomic, microeconomic, or labor market analysis.
  • Proficiency in SQL, experience with large data sets, familiarity with relational databases and systems like Microsoft SQL Server.
  • Advanced knowledge of Microsoft Excel.
  • Proficiency in statistical tools such as R, Python, SAS, Stata, MathLab, or similar for statistical analysis.
  • Experience with advanced statistical modeling, including multivariate linear regression or time series models like ARIMA, exponential smoothing, etc.

Note: The incumbent must complete required training courses within one year of appointment.

Additional preferred qualifications:
  • Familiarity with AFRS Data and reporting platforms like web-intelligence and Enterprise Reporting.
  • Experience with Washington State Financial systems, public budgeting, and accounting.
  • Ability to translate policy and budgetary needs into SQL queries.
  • Experience with advanced statistical models such as ARIMA or exponential smoothing.
