We seek a motivated Junior Software Developer to contribute to design, development, testing, and maintenance of a modern regulatory data exchange platform, with growth opportunities in federal IT modernization, cloud-native development, and AI-enabled delivery.

Position Summary

Precise Software Solutions, Inc. is supporting the U.S. Food and Drug Administration (FDA) on a high-priority modernization effort to consolidate two legacy regulatory data exchange systems into a single, unified, cloud-native platform deployed on FDA AWS GovCloud.

We are seeking a motivated and detail-oriented Junior Software Developer to join our agile development team supporting the modernization effort. The Junior Developer will contribute to the design, development, testing, and maintenance of a modern, cloud-based regulatory data exchange platform. This position offers a strong growth opportunity for an early-career developer to build expertise in federal IT modernization, cloud-native development, and AI-enabled application delivery.

This position is contingent upon contract award.

Key Responsibilities

The Junior Developer will work under the direction of the Lead Developer and Solution Architect to support development and modernization activities including:

• Contributing to agile sprint-based development of new capabilities including inspection submission workflows, firm information management, sample data exchange, and assignment management modules.
• Supporting the migration and replatforming of legacy Oracle-based systems to a modern technology stack deployed on FDA AWS GovCloud.
• Developing and maintaining RESTful APIs and microservices, including migration of existing Oracle Service Bus services to containerized Spring Boot microservices.
• Participating in the establishment and maintenance of CI/CD pipelines using GitLab, Jenkins, and FDA-approved DevSecOps tooling, including infrastructure-as-code (IaC) and automated testing frameworks.
• Contributing to frontend and portal UI development to support 508-compliant, responsive user interfaces for FDA staff and state regulatory partner users.
• Assisting with database migration efforts, including schema mapping and data preparation activities related to the database consolidation onto AWS RDS.
• Leveraging agency-approved Artificial Intelligence (AI) tools to assist in requirements analysis, code generation, automated testing, and documentation creation.
• Participating in code reviews, architecture design reviews, and peer reviews in accordance with FDA standards and FDA EPLC processes.
• Writing clear and concise technical documentation, including user stories, acceptance criteria, and technical specifications, uploaded to the FDA SharePoint repository within three business days of creation.
• Ensuring all developed software complies with Section 508 accessibility standards, OWASP secure coding best practices, and FDA security and privacy requirements.

Requirements

• Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field, or equivalent combination of education and experience.
• One to three years of hands-on software development experience, including internships, academic projects, or professional work.
• Basic familiarity with cloud platforms, with preference for Amazon Web Services (AWS).
• Ability to work in an Agile/Scrum development environment and contribute to sprint planning, daily stand‑ups, and retrospectives.
• Strong communication skills and ability to collaborate effectively with cross‑functional teams, including business analysts, testers, and government stakeholders.
• Solid grasp of core programming concepts (variables, loops, functions, data structures), familiarity with at least one or two languages/frameworks relevant to your stack, basic understanding of version control (Git), ability to read and understand existing code (not just write new code), some exposure to databases and basic SQL queries, and awareness of debugging techniques and how to troubleshoot errors.
• Willingness and eligibility to obtain a Tier 2 (Moderate Risk) background investigation and FDA Personal Identity Verification (PIV) Card. Must have resided in the United States for at least three of the past five years (required for background investigation eligibility).
• Demonstrated familiarity with Artificial Intelligence (AI) and AI-enabled development tools is required for this position. The program mandates the use of agency‑approved AI technologies throughout the development lifecycle to enhance efficiency, reduce timelines, and maintain quality standards. Candidates must be comfortable using AI tools to accelerate coding, perform automated code review, support intelligent debugging, and assist with predictive testing.
• Experience applying AI/ML algorithms for data validation, anomaly detection, or workflow optimization is expected. Candidates should also be prepared to document and track AI tool usage, including efficiency gains and cost savings, in accordance with program reporting requirements. Familiarity with Large Language Models (LLMs), AI‑assisted requirements analysis, or automated test generation is a plus. All AI tools used on this contract must comply with FDA security requirements and integrate with existing development infrastructure.

Preferred Qualifications

• Experience or coursework in cloud‑native development, containerization (Docker/Kubernetes), or infrastructure‑as‑code concepts.
• Exposure to Spring Boot, microservices architecture, or Oracle‑based technologies. Familiarity with DevSecOps practices, CI/CD pipelines (GitLab, Jenkins), or security scanning tools.
• Experience with federal government IT projects or healthcare/regulatory environments.
• AWS Cloud Practitioner or AWS Developer certification, or active pursuit of same. Familiarity with Section 508 compliance requirements and accessible design principles.
• Experience using AI‑enabled development tools for code generation, testing automation, or documentation.

Security & Compliance Requirements

All personnel assigned to this contract must complete FDA information security awareness, privacy, and records management training prior to beginning work and annually thereafter. All personnel must sign an FDA Non-Disclosure Agreement (FDA Form 3398) prior to performing any work. Personnel must use only FDA-issued equipment and FDA email accounts when performing work under this contract and must access FDA systems via Government-Furnished Equipment (GFE) or Virtual Private Network (VPN). All personnel must comply with HHS and FDA Rules of Behavior, including information security and privacy policies, prior to accessing any agency data, systems, or networks.
