Description of Work

The Judicial District Manager (JDM) oversees daily operations and fiscal management of their assigned district while supervising a staff of 125 or more employees. The JDM is responsible for personnel policies and procedures related to retirement, benefits, performance evaluation, disciplinary actions, grievances, investigations, time/leave recording, and staff development, in accordance with Department of Adult Correction policies and North Carolina General Statutes.

The JDM provides leadership to front-line supervisors, analyzes operations for compliance and trends, and develops staffing plans to meet offender needs. They review subordinate performance through audits, data reviews, communication, reports, and performance systems.

The JDM manages contracts with placement agencies, maintains security clearances, and acts as the chief liaison with community supervision, law enforcement, community agencies, and the media. They also oversee the use of technology within the district to enhance efficiency, safety, and reduce costs, including staff training on technological tools.

The position often involves additional duties like serving on committees, conducting investigations, and engaging in community activities. Daily contact includes staff, criminal justice agencies, offenders, victims, and the public. The JDM works in various environments, including rural, urban, and correctional facilities, often in situations with potential hostility.

This is an internal posting for current NC Department of Adult Correction employees and RIF candidates, anticipated vacancy on June 1, 2025. It is a full-time position (40 hours/week) with benefits. Applicants must pass a background check.

Effective January 1, 2025, the salary range is $58,613 – $102,574. Previous applicants remain under consideration. State employees are encouraged to apply, with salary adjustments based on qualifications and internal equity.

Minimum qualifications include:

  • Thorough knowledge of community corrections, personnel policies, criminogenic behavior, and offender services
  • Ability to plan, coordinate, delegate, and establish effective relationships
  • Bachelor’s degree and four years of relevant experience, including roles like probation/parole officer or corrections administrator, plus two additional years in senior roles or an equivalent combination of education and experience

Note: No equivalency exists for the four-year degree requirement per NC standards.
