D&G Solutions is seeking a Joint Campaign & Logistics Planner to support USTRANSCOM at Scott AFB, IL, on-site. This senior role translates defense guidance into operational bulk fuel plans and coordinates across services and GCCs.

The successful candidate will lead feasibility assessments, integrate fuel logistics into APEX, and brief senior leaders on posture adjustments and risk mitigation for contested environments.

Qualifications

• Bachelor’s degree in strategic studies, National Security Policy, Military Operational Art and Science, Operations Research, International Relations, or related discipline (or equivalent military staff college completion).
• Minimum of 5 years of operational and campaign planning experience at CCMD, Joint Staff, Service Component HQ, or Sub-Unified Command.
• Planning Acumen: mastery of the Joint Planning Process per JP 5-0 and JP 4-0, with experience developing campaign design and annexes.
• Strategic Policy Alignment: knowledge of NDS, CPG, JSCP and related directives.
• System Expertise: proficiency with APEX and JPES at plan-feasibility and campaign-assessment level.

Responsibilities

• Lead operational-level planning and cross-functional campaign synchronization for Global Bulk Fuel Management and Delivery across USTRANSCOM and partners.
• Represent USTRANSCOM as planning expert in Joint OPTs and embed bulk fuel posture into plans.
• Translate guidance into actionable logistics concepts, emphasizing Annex D and bulk fuel integration.
• Lead Bulk Fuel Feasibility Assessments and Planning Assistance Teams to identify bottlenecks and vulnerabilities.
• Integrate fuel logistics into the APEX enterprise and assess plan viability against theater storage and throughput.
• Coordinate with theater PICs and Joint Petroleum Officers to align PWRR with real-world distribution.
• Formulate strategic recommendations and posture adjustments for senior leadership.

D&G is seeking a Joint Campaign & Logistics Planner to support the United States Transportation Command (USTRANSCOM) in executing its responsibility as the Department's Single Manager for Global Bulk Fuel Management and Delivery (GBFMD).

This position serves as a senior planning authority responsible for translating Department-level guidance, including the National Defense Strategy (NDS), Contingency Planning Guidance (CPG), and Joint Strategic Capabilities Plan (JSCP) into operational-level bulk fuel posture, distribution concepts, and campaign objectives. The planner leads the operational integration of bulk fuel feasibility assessments into Combatant Command (CCMD) Campaign Plans (CCPs), Operation Plans (OPLANs), and Concept Plans (CONPLANs), identifying strategic risks and developing mitigation strategies for contested logistics environments.

What You Will Do

• Lead operational-level planning and cross-functional campaign synchronization for Global Bulk Fuel Management and Delivery across USTRANSCOM, its Service Components, Geographic Combatant Commands (GCCs), the Joint Staff, and the Defense Logistics Agency (DLA Energy).
• Represent USTRANSCOM as an authoritative planning expert in Combatant Command Joint Operational Planning Teams (OPTs), embedding bulk fuel posture and logistics distribution into deliberate, crisis action, and contingency plans.
• Translate guidance from the Contingency Planning Guidance (CPG), Joint Strategic Capabilities Plan (JSCP), and Global Campaign Plans (GCP) into actionable logistics concepts of support, with an emphasis on Annex D (Logistics) and bulk fuel integration.
• Lead and support Bulk Fuel Feasibility Assessments (BFFAs) and Planning Assistance Teams (PATs) to identify distribution bottlenecks, storage shortfalls, and contested-environment vulnerabilities across integrated problem sets.
• Integrate fuel logistics into the Adaptive Planning and Execution (APEX) enterprise; assess plan viability by evaluating force movement velocity against theater fuel storage and distribution throughput capacity.
• Coordinate with theater Petroleum Integration Cells (PICs) and Joint Petroleum Officers to align the Petroleum War Reserve Requirement (PWRR) with real-world distribution capabilities.
• Formulate strategic recommendations, executive-level decision briefs, and posture adjustments for the Commander, USTRANSCOM, CCMD leadership, and the Joint Staff.

What We Are Looking For

Required

• Bachelor’s degree in strategic studies, National Security Policy, Military Operational Art and Science, Operations Research, International Relations, or related discipline (or equivalent military staff college completion).
• Minimum of 5 years of operational and campaign planning experience at a Combatant Command (CCMD), Joint Staff, Service Component Headquarters, or Sub-Unified Command level.
• Planning Acumen: Demonstrated mastery of the Joint Planning Process (JPP) per Joint Publication 5-0 (Joint Planning) and Joint Publication 4-0 (Joint Logistics), with direct experience developing campaign design, Annex D (Logistics), and contingency plans.
• Strategic Policy Alignment: Working knowledge of Department-level planning directives, including the National Defense Strategy (NDS), Contingency Planning Guidance (CPG), Joint Strategic Capabilities Plan (JSCP), and the Global Deployment and Distribution Enterprise.
• System Expertise: Operational proficiency with the Adaptive Planning and Execution (APEX) enterprise and Joint Planning and Execution Services (JPES) at the plan-feasibility and campaign-assessment level (beyond tactical TPFDD data entry).

• Energy / Joint Logistics Experience: Prior experience in bulk fuel logistics, Defense Logistics Agency (DLA Energy) synchronization, Petroleum Integration Cells (PIC), or Petroleum War Reserve Requirement (PWRR) calculations.
• Exercise & Wargaming: Proven background designing and participating in CCMD/Joint Staff tier-one wargames, tabletop exercises (TTXs), and operational feasibility assessments under contested logistics conditions.

Clearance and Eligibility

• Active DoD Secret clearance required with eligibility for TS/SCI.
• This role is restricted to U.S. person(s) (U.S. citizens, permanent residents, and other protected individuals under 8 U.S.C. 1324b(a)(3)).

Location

• On site at Scott Air Force Base, Illinois.
• Travel -Approximately 15% CONUS and OCONUS.
