Job summary

Volunteers of America Greater Los Angeles seeks a Job Developer to coordinate and deliver job placement and support services for program participants on-site. The role focuses on creating individualized employment plans, conducting assessments, and connecting clients with employers and resources.

You will provide career guidance, job coaching, and workshops to improve resumes, interviewing, and job-search strategies, while maintaining strong employer relationships for long-term placement

Qualifications

  • High school diploma or GED required.
  • 1 year of experience in case management or job development.
  • Bilingual in English and Spanish preferred.

Responsibilities

  • Develops an individualized employment plan with each participant.
  • Writes complete and detailed individualized employment plans outlining activities and community referrals, with clear goals to be tracked.
  • Develops a service plan for each participant.
  • Conducts comprehensive screenings and assessments with veterans to collect functional, environmental, financial, employment, housing, educational, and health information as appropriate.
  • Drafts a service plan that complements the Employment Plan.
  • Provides career counseling and job coaching, including labor market trends to job seekers.
  • Coordinates job skills training as outlined in the participant employment plan.
  • Provides job readiness skills training (soft skills) in resume preparation, interviewing, and job search techniques.
  • Arranges interviews with employers and supports participants on job retention issues.
  • Develops and maintains relationships with local employers to create long-term placement opportunities.
  • Develops a resource base of employers committed to priority hiring for HVRP participants.
  • Represents the agency and program interests in networking and public relations opportunities.
  • Develops and coordinates linkages with job skills training resources in high-demand fields.
  • Coordinates with EDD Worksource Centers, Department of Rehabilitation, LAUSD and other veterans resources to ensure access to services.
  • Meets regularly with participants to schedule interviews, refer leads, and connect with community services.
  • Monitors and tracks job placement activities for timely progress reporting.

JOB SUMMARY AND PURPOSE

Job Developer serves on a team that is the central point of contact to coordinate and provide job placement and support services for assigned clients.

DUTIES AND RESPONSIBILITIES
  • Develops an individualized employment plan with each participant
    • Conduct employability assessments of potential participants, this includes, but is not limited to assessing level of ability, readiness for work, physical and mental capabilities of participants, educational background, skills and identification of challenges and barriers to employment
    • Write complete and detailed individualized employment plans outlining activities and community referrals, with concise and clear goals to be tracked
  • Develops a service plan for each participant
    • Conduct comprehensive screenings and assessments with veterans to collect functional, environmental, financial, employment, housing, educational, and health information, as appropriate
    • Draft a Service Plan that complements the Employment Plan
  • Provide career counseling and job coaching, including labor market trends to job seekers, coordinating job skills training, as outlined in participant employment plan,
    • Provide job readiness skills training (soft skills) in areas of resume preparation, interviewing and job search techniques
    • Arrange interviews with employers and working with participants on job retention issues
  • Develop and maintain working relationships with local employers, creating long‑term permanent placement opportunities for program participants
    • Develop a resource base of employers committed to giving priority hiring attention to HVRP
    • Represent the interests of the agency, (Volunteers of America Greater Los Angeles) the program and its participants in all networking and public relations opportunities.
  • Develop and coordinate linkages with job skills training resources in high‑demanda fields
    • Coordinate with EDD Worksource Centers, Department of Rehabilitation, Los Angeles Unified School District, various community and faith based providers, Veterans Administration, and other Veteran social service and employment resources to ensure participants have access to available services to ensure success.
  • Meet regularly with program participants, aiding their job search by scheduling interviews, referring job leads and community services to ensure participant success
  • Monitor and track job placement activities on a regular basis to ensure accurate and timely reporting of progress as required
ESSENTIAL ABILITY ACKNOWLEDGEMENT

Ability to work and deal with difficult, uncooperative, and potentially aggressive clients as VOALA serves the neediest of the needy in our programs, which may include clients with homelessness, mental illness, substance abuse, recently released from incarceration, and other challenges.

ESSENTIAL DUTIES:
  • Services for this position must be provided on‑site. As a result, the position requires incumbents to report to work on‑site each day of active employment.
  • Assessment and development of Individual Employment Plan and Service Plan.
  • Career Counselling and Job Coaching of participants.
  • Develop Relationships with local employers
  • Develop linkages with other agencies/resources available to participants.
  • Capacity Building - meeting and motivating participant progress
  • Monitor participants, track progress, timely report progress.
  • Other duties as required and is subject to change at any time.
MANDATED REPORTER

As service providers to the underprivileged and vulnerable in our community, all employees are considered Mandated Reporters, and must report any instance of physical or sexual abuse to proper authorities.

Qualifications
REQUIREMENTS:
  • Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
  • Ability to perform under circumstances of possible emotional stress and conflicts dealing with difficult, uncooperative, and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness, mental-illness, substance abuse, recently released from incarceration and other challenges.
EDUCATION:
  • High school diploma (or GED/High School Equivalence Certificate) - Must be over the age of 18 years.
EXPERIENCE:
  • 1 year of experience in case management or as a job developer.
PREFERRED QUALIFICATIONS:
  • Bachelor's degree or equivalent education and experience in employment placement and vocational counseling activities
  • US Armed Forces veteran strongly preferred not required
  • Bilingual in English and Spanish
