Business Analyst - Finance Experience Required - Long Term Position - 2 years or Longer

Job Description:
  1. Support of the fiscal, budgetary, and accounting operations for AMD. Plans, organizes, develops, maintains, and coordinates the development and implementation of fiscal operations, processes, policies, and procedures for the MN program.
  2. Support development of the annual agency's MN budget and review statewide expenditure and spend plan data. Perform monthly program/project expense analysis and assist with the review and analysis of MN expenditures and budgets. Support executive decision-making and present financial aspects of projects to senior management. Requires understanding budgeting and accounting, with the ability to analyze complex business problems and recommend solutions.
  3. Participate in developing and maintaining performance metrics, measurements, methods, and targets to promote financial accountability, and assist in identifying performance improvement opportunities.
  4. Provide good customer service to internal team members & external customers, demonstrate comprehensive analytical skills (Excel, MS Word), effective communication, self-motivation, and initiative in task execution.
  5. Provide guidance and support to internal stakeholders on contract-related matters to ensure compliance, monitor contractor performance and payments, resolve disputes and contractual issues, develop and manage relationships with external contractors, and organize contractual documents.
Skill Matrix:
  • Extensive experience in the use of computers and software (Microsoft 365) applications, including Excel pivot tables and complex spreadsheets.
Required Experience:
  • 5+ years in financial analysis and forecasting.
  • 5+ years providing customer service to broad audiences including professionals, vendors, team members, and executive staff.
  • 5+ years of general knowledge of accounting practices and financial management.
  • Experience in performance metrics, measurements, methods, and targets to promote financial accountability.
Highly Desired Experience:
  • 3+ years of Commonwealth of VA financial knowledge and applied experience.
  • 1+ year of experience with Cardinal Financial system.
