Job Summary
The State of Texas Health and Human Services Commission HHSC is seeking a Java Developer (Programmer IV). This role supports critical applications within HHSC in an Agile (Scrum) environment. The position reports to the Manager of Application Development in Health and Human Services Commission Information Technology (HHSC IT). It works under minimal supervision and requires high creativity, latitude, and cross‑agency collaboration for business processes. Responsibilities include analysis and development of complex business needs, deliverables for daily operations maintenance, design and implementation of applications with continuous integration and delivery from development to production. The role requires willingness to work from an HHS office designated by the hiring manager in Austin, TX, at least three days per week.
Essential Job Functions
- Oversees overall development of applications including system design, planning, production and customer support for software systems and solutions existing for statewide and interagency use. Drives design, delivery and integration for interfaces, system connectivity and batch processes for existing applications. (30%)
- Coordinates daily development activities including coding, testing, and debugging of programs. Implements standards and procedures, and coordinates programming staff activities. Manages staff, tasks, and schedules to develop and modify customer software applications. (30%)
- Provides technical direction and guidance to technical staff related to analysis and programming activities. Supports development of business processes through analysis and design for interfaces with external agencies and service providers. Implements specialized programs and defines test processes to validate performance and stability. (20%)
- Coordinates with staff to develop and implement project plans that include schedules, staff assignments, analysis tasks and programming activities, requirements gathering, gap analysis, design and delivery. Assists and coordinates with development staff to ensure adherence to standards and procedures for business policies and procedures. (10%)

Knowledge, Skills, and Abilities
- Knowledge of current and emerging high‑level principles, practices, and techniques of computer programming and systems analysis, including operating procedures and systems.
- Knowledge of multi‑tier system development with the ability to troubleshoot and solve complex issues.
- Knowledge of building and supporting mission‑critical applications running in a highly distributed manner across multiple platforms and performance‑enhancing techniques.
- Knowledge of planning and implementation techniques for multiple software development life‑cycle phases, including scope, proposal, estimation, analysis, design, and construction.
- Knowledge of practical methods and solution techniques to define limitations and capabilities of computer systems, including programming languages, hardware, software, and operating systems.
- Knowledge of complex configuration management concepts, tools, and software usability concepts.
- Knowledge of common design practices and standards for application accessibility (e.g., 508, JAWS).
- Skilled in assigning and supervising work of other development staff.
- Skilled in extensive complex problem solving, critical thinking, computer programming, and modifying/developing programs for computer applications.
- Skilled in facilitating meetings with multiple customers and technical staff, building consensus, and mediating compromises when necessary.
- Ability to process information logically, design programs and system logic, prepare specifications, code, test, debug, interpret technical information, communicate effectively, and supervise others.
- Ability to communicate design and complex implementation/integration information effectively both verbally and in writing, serve as a technical consultant, document issues accurately, and prepare concise reports.
Requirements
- Initial Screening Criteria
- Graduation from a four‑year college or university majoring in business, communications, computer science, computer information systems, management information systems, or a related field.
- Required minimum of 5 (five) years of experience in Object‑Oriented Programming (OOP) in Java (Core Java, JDBC, Spring Boot, Angular, or React).
- Required minimum of 5 (five) years of experience designing enterprise applications and services.
- Required minimum of 5 (five) years of experience leading enterprise Java development teams.
- Required minimum of 5 (five) years of experience in applications development on the J2EE platform.
- Required minimum of 5 (five) years of experience with microservices architecture and RESTful API development.
- Required minimum of 5 (five) years of experience with Spring Aspect‑Oriented Programming, transaction management, and security.
- Required minimum of 5 (five) years of experience writing SQL and working with NoSQL databases.
- Required minimum of 5 (five) years of experience with React or Angular UI frameworks.
- Required minimum of 2 (two) years of experience with PowerBI.
- Required minimum of 2 (two) years with CI/CD pipelines using tools like Jenkins, GitLab/GitHub Actions.
- Required minimum of 3 (three) years of software development using Agile methodology (Scrum).
- Required minimum of 2 (two) years with Crystal Reports.
- Preferred Experience
- Preferred experience with testing frameworks such as JUnit, Mockito, and Selenium.
- Preferred experience with containerization technologies like Docker and orchestration tools like Kubernetes.
