Responsibilities

MSTS is seeking a dynamic, self-driven, and highly motivated Construction Senior Work Planner to join the Integrated Work Control Division located at the NNSS.

Key Responsibilities

  • The Senior Work Planner's primary role is to develop Activity Level Work Control Documents (ALWCDs) to support Construction work across the NNSS.
  • Facilitate job walkdowns and tabletop reviews to develop scopes of work and discuss job details with the requester/customer and subject matter experts.
  • Identify and solicit participation from members of the planning team, including job supervisors, safety specialists, workers, engineers, facility representatives, and other subject matter experts.
  • Facilitate hazard identification and job hazard analysis to ensure all work hazards are properly mitigated within ALWCD.
  • Ensure that all necessary components of the ALWCD are included, such as permits, checklists, acceptance criteria, approvals, hold points, and other items to ensure the safe and efficient execution of work activities.
  • Analyze labor/material requirements for planned work activities and input into IBM Maximo.
  • Interface with construction management, Engineering, Project Managers, Superintendents, Craft Personnel, Safety, Industrial Hygiene, National Laboratories, Environmental Safety and Health (ESH&Q), Radiological Control, and obtain Subject Matter Expert (SME) input for ALWCD development.
  • Identify skill of the worker activities and initial required training for ALWCDs.
  • Facilitate ALWCD reviews and disposition SME comments and resolution of issues and concerns identified during work planning and review process.
  • Facilitate ALWCD approvals ensuring to obtain all required SME approvals
  • Provide, report, forecast, and maintain status updates for assigned work packages to planning supervisor (i.e. Performance Reporting).
  • Perform work planning according to the institutional work planning process(es).
  • Provide mentorship and training for other planners in the organization.
  • Maintain planner qualifications and training requirements.
  • Attend and participate in functional organization meetings as identified.
  • Perform other duties as assigned by the supervisor.
  • Perform as planning subject matter expert for customers and other organizations outside of the planning organization, including expertise of DOE and company directives associated with work control and planning.
  • Support IWC process improvements including adopting & recommending best practices, identifying issues, and recommending enhancements.
  • Maintain a high level of professionalism with customers and contribute to a positive and supportive environment for coworkers.

Qualifications

  • Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 5 years of progressive related experience.
  • Previous experience with government CMMS software is preferred.
  • Able to use personal computer, printers, copiers, scanners, telephones, fax machines, calculators, and other general office equipment.
  • Able to follow oral and written instruction and follow through on all assignments.
  • Able to apply knowledge of a broad range of specialized functions and assist in coordinating activities with those of other work groups.
  • Able to demonstrate creativity in how work is performed and in addressing work processes.
  • Able to plan/organize work to complete in the most efficient manner and meet required deadlines.
  • Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.
  • Knowledge of basic math, grammar, spelling, and punctuation.
  • The primary work location will be in the forward area at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position is 4/10's Mondays -Thursdays (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $78,832 to $118,248.

Starting salary is determined based on the position market value, the individual candidate education and experience, and internal equity.
