Job summary

The Illinois Department of Public Health is seeking a highly motivated IVRS Data Liaison to serve as the primary technical advisor for the Illinois Vital Records System (IVRS). You will identify data issues, generate IVRS reports, and train users across agencies, ensuring accurate birth, death, and fetal death data collection.

Under supervision, you will help develop standards and procedures, collaborate with stakeholders, and support ongoing data system improvements to support public health

Qualifications

  • Requires completion of four years of college with courses in public administration, accounting, industrial relations, prelegal or personnel management.
  • Requires one year professional experience in public administration, business management, or accounting.
  • Specialized Skills include Vital Records data management and ICD-10 codes.

Responsibilities

  • Identify reporting and data issues and develop methods to improve IVRS data quality.
  • Create and generate reports in IVRS and provide user training on data collection and reporting.
  • Serve as liaison with entities providing birth, death, and fetal death data to IVRS.
  • Assist in the development and installation of test programs for IVRS.

Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Illinois Vital Records System (IVRS) Data Liaison. Under direction, performs complex technical research and advisory functions relative to the development, collection, analysis, evaluation, revision and installation of new and improved standards, methods, and procedures for IVRS and the data collected. This position will Identify reporting and data issues and prepares methods to improve the issue; creates and generates reports in IVRS; confers with and provides information and data collection training to IVRS users; and serves as liaison with entities that provide birth, death and fetal death data to IVRS.

  • Under general supervision, assists in the development and installation of test programs used to maintain the Illinois Vital Records System (IVRS).
  • Searches for and identifies information in legislation, bulletins, laws and rules that will assist in developing and maintaining the IVRS.
  • Provides support to the supervisor with the development of project plans as it relates to IVRS.
  • Prepares reports, submits and receives data, and screens data errors made by IVRS users.
  • Reviews and prepares analysis of work in progress reports, recommends revisions or improvements to drafts and assessment and completion of deadlines.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in public administration, accounting, industrial relations, prelegal or personnel management.
  • Requires one (1) year professional experience in public administration, business management, or accounting.
Specialized Skills
  • One (1) year professional experience in Vital Records data management.
  • One (1) year experience with the International Statistical System of Diseases and Related Health Problems (ICD-10 codes).
Preferred Qualifications
  • One (1) year experience in Vital Records data management.
  • One (1) year experience with the International Statistical System of Diseases and Related Health Problems (ICD-10 codes).
  • Two (2) years' experience in vital records management in a birth and death electronic system.
  • Two (2) years' experience analyzing and interpreting data and effectively conveying the results.
  • Two (2) years' experience with coding instructions for Illinois birth and death records.
  • Two (2) years' experience with vital record laws, rules, methods and procedures of state and federal data requirements and techniques.
  • One (1) year experience with Microsoft software products including Word, Excel, PowerPoint etc.
