Position Information

Seeking a dynamic professional with hands-on experience overseeing activities associated with a local area network (LAN) and wide area network (WAN). Includes planning, designing, and integrating data telecommunications networks; designing, installing, and monitoring networks; monitoring and analyzing existing hardware and software; developing policies and procedures; evaluating potential network enhancements; and assigning and supervising the work of others. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. network carrier circuit orders and inventory tracking to join our innovative team.

Performs highly advanced network support of routers, switches, wireless networks, firewalls and circuits. Work involves network planning, network architecture design and engineering. Integrates and schematically depicts communication architectures, topologies, hardware, software, transmission and signaling links and protocols into complete network configurations. Evaluates new products, performs network problem resolution, and assists in the development and documentation of technical standards and interface applications. Involved with the configuration and maintenance of physical and logical network components. Performs capacity and resource planning, assessing network risks and contingency planning. Work will include some travel utilizing TXDOT vehicles to Austin area tolls sites. Maintaining computer networks including: VPNs, routers, switches, Access Points, Firewalls, UPS and other physical hardware. Must have current Texas driver’s license required for local travel. Performs a variety of marginal duties not listed, to be determined and assigned as needed.

  • Performs computer systems analysis work involving analyzing and identifying user requirements, procedures, and problems to automate processing or to improve existing systems.
  • Collaborates and strategically partners with local governments, public agencies, and private entities.
  • Analyze existing processes and build ITD processes for data circuit entry, inventory management and bulk network circuit processes for projects.
  • Coordinates, plans, and schedules timely circuit installation, troubleshooting delays and managing service agreements.
  • Develops and reviews technical specifications for network circuits and systems to ensure alignment with operations requirements and vendor services.
  • Guides and develops plans, strategies, and agreements of fiber and communication infrastructure and data sharing agreements between the TxDOT and with both public and private stakeholders and entities.
  • Provides direction and guidance to leverage network (Business and Traffic) coordination opportunities.
  • Develops budgets, schedules, work plans, resources requirements, and cost estimates and projections for a portfolio of projects.
  • Independently oversees complex projects for progress and pending projects for planning purposes; consults and advises personnel in policies and procedures and ensures conformance with federal and/or state laws and guidelines.
Minimum Qualifications

Education: Bachelor's Degree in Computer Science; Management Information Systems or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years of experience in in network operations or related IT activities. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications
  • Experience working with Enterprise Networks within a State Agency environment.
  • Experience with firewall technologies.
  • Experience with Department of Information Resources (DIR) Cooperative Contracts.
  • Experience with ServiceNow ticketing and workflow system.
  • Fiber optic and other broadband communications principles, standards, practices, and procedures.
  • IT network hardware standards and methodologies
  • Project management theories and practices applicable to limited-scope projects; of systems and procedures used to evaluate a third-party vendor's performance; and of local, state, and federal laws and regulations relevant to the administration of the project undertaken
  • Applicable laws, rules, and regulations of broadband deployment in Texas.
Knowledge of
  • Principles and procedures of installation of fiber optic communications equipment and related infrastructure.
  • Proficient skill in-

  • Maintaining effective working relationships with others
  • Using computer spreadsheet and word processing software.
  • Interpret maps, plats, charts, plans, blueprints and/or electrical schematics.
Physical Requirements and Working Conditions
