SUMMARY OF POSITION:

The System Administrator II is responsible for maintaining and developing the technology infrastructure for a 911 call and data center. This infrastructure includes all key elements including desktop, server, application, database, and networking. Requires a combination of technical, organizational, and interpersonal skills as the center utilizes a variety of technologies requiring flexibility and adaptability. Must demonstrate an ability to synthesize a variety of factors and develop practical solutions to both ongoing and strategic IT issues. The System Administrator II works with a high degree of initiative and independence under broad program guidelines and general supervision of the Assistant Technology Manager (IT). Due to this type of industry, work may be performed at the ADCOM environment or other facilities, and availability must be 24/7/365. This position requires a scheduled ‘On Call’ shift and the ability to provide (24) hour, seven (7) day week remote support for any event that occurs during that shift.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintain Microsoft application environment
  • Triage and complete help desk support tickets submitted from multiple agencies/users.
  • Storage Area Network management.
  • Troubleshoots and resolves system problems; works proactively to identify potential issues and recommends and/or implements preventative solutions.
  • Identifies and analyzes system and user needs, as well as equipment requirements; writes system and user documentation, including policies and procedures; develops and delivers user training and presentations on new systems and upgrades.
  • Responsible for training and mentoring System Administrator I
  • Manages multiple databases on various servers and Active Directory services; configures and manages VMware Virtual infrastructure.
  • Implements and maintains disaster recovery systems to include network, data and telecommunications; designs and implements disaster recovery plan for operating systems, databases, servers, and software applications.
  • Serve as the primary security resource during the Cybersecurity Analyst's absence.
  • Assist with vulnerability remediation and security patch management.
  • Administer and maintain security technologies, including IAM, MFA, endpoint protection, and privileged access controls.
  • Support security investigations, incident response, and recovery activities.
  • Perform system hardening, security reviews, and compliance-related technical controls.
  • Monitor security systems and escalation potential threats or incidents as needed.
  • Support user access reviews, account management, and least-privilege initiatives.
  • Assist in documenting Standard Operating Procedures.
  • Evaluates, recommends, installs, supports, and troubleshoots hardware and software for Emergency Communications Systems.
  • Participates in systems design specifications, including project scheduling and timelines.
  • Establishes and maintains cooperative working relationships both within and outside ADCOM; exercises good judgement while representing the agency.
  • Work with an internal group of end users with varying levels of IT experience to maintain operations.
  • Basic network hardware and connectivity troubleshooting/configuration (switches, firewalls, VPN, NAS devices, WAP’s etc)
  • Develop action plans across departments for systems enhancement.
  • Integrate a variety of needs from member agencies into systems.
  • Contributes to the mission, vision, and values of ADCOM.
  • Must be available for on-call shifts as necessary and as assigned.
  • Performs other technology-related duties as needed or directed.
QualificationsPOSSESSION OF OR ABILITY TO OBTAIN THE FOLLOWING LICENSES AND CERTIFICATIONS:
  • Valid Unrestricted Colorado Driver's License or Colorado Identification Card.
  • CJIS Certification

Minimum Qualifications
EDUCATION AND EXPERIENCE:
  • Minimum of 3 years of increasingly responsible computer experience including technical support in an environment with multiple systems; System Administrator or similar positions
  • Bachelor’s degree in computer related field (CS,MIS,IS.) Applicable job experience will be considered.
  • Experience in Microsoft environment including:
    • Microsoft Windows Server 2016 thru 2019
    • Microsoft Windows 10
    • Office 365
    • VMWare
    • Net App
    • Tritech/Central Square or other 911 dispatch software experience preferred
  • Application/Database management experience
    • Microsoft SQL Server 2012, 2016, and 2019 is preferred
  • Experience with Cisco networks
  • Developed communication and coordination skills
  • Experience in a Public Safety or local government environment is preferred.
CONDITIONS OF EMPLOYMENT:
  • Must attain CJIS clearance within 30 days upon hire.
  • Must submit and pass a post-offer comprehensive pre-employment background check to include if required; criminal history, motor vehicle report, reference checks, previous employer file review, verification of education/certificates, and Computer Voice Stress Assessment (CVSA)
  • Must submit to post-offer pre-employment physical examination and medical history check, if required.
  • Valid Colorado driver’s license or ability to obtain driver’s license within 90 days of hire.
WORKING CONDITIONS AND PHYSICAL Requirements

Physical Demands: Regular standing and sitting; requiring the ability to lift a maximum of 40 pounds; occasional lifting, carrying, walking and standing; hand/eye coordination for operation of computer keyboard; vision for review and analysis of data and reports; frequent speech communication, hearing and listening to maintain communication with employees and agencies. This job requires normal hearing and color vision. Office environment with frequent interruptions; will interact with employees and member agencies daily; some computer system user contact; exposure to computer screens; potential exposure to inclement weather; travel from site to site. Provide twenty-four (24) hour, seven (7) day a week with remote availability for the emergency diagnosis of critical IT related problems.
