Job description

The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-317. This position is located in the Operations Section. Req. 224664

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems Intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

Provides direction, plans, organizes, training, and controls the work of the IT Services. Management and Forecasting OTS Office of Operations, Forecast and Demand Management (FDM) unit for Cost Allocation and Billing. Coordinates work by scheduling assignments and directing the work of subordinate staff. Plans, assures implementation, reviews and evaluates results, and reports results to the FDM IT Director 1.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
  • Seven years of experience in information technology or administrative services; OR
  • Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
  • An associate’s degree in information technology plus five years of experience in information technology or administrative services; OR
  • A bachelor’s degree plus five years of experience in information technology or administrative services; OR
  • A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
  • A master’s degree plus four years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
  • The individual provides tier-one technical support, addressing highly complex technical issues and system concerns related to the portal. Requires regular engagement with IT system developers and tier-two support teams.
  • Leads all customer portal focus groups. The purpose of the focus group is to solicit direct feedback from customers for future enhancements, improve user experience, and gather direct customer feedback.
  • Lead Architect in the design and implementation of all new and existing technologies within the Business section. This person will be the Technical Lead when working with OTS Information Security Services (InfoSec) to ensure all technologies are following the state and federal security policies. In addition, this person will be responsible in design and architectural review with other OTS sections as required.
  • As the Architect, this person will be the final escalation point to address and analyze highly complex technical issues.
  • Manages the development, maintenance, and analysis of multiple cost allocation models which allocate all agency costs. Leads the development of OTS revenue and expenditure budget forecasts.
  • Collaborates with internal technical product managers, state and federal auditors, customers, and counterparts in other states in determining appropriate rate levels. Responsible for maintaining compliance with all state and federal cost allocations, cost recovery and financial reporting governances.
  • Develops and maintains the OTS financial structure by establishing all applicable cost codes required for OTS cost allocation process for fiscal operations. Provides cash flow analysis and develops projections on expenditure and revenue patterns.
  • Manage the outstanding receivables by assisting staff with any outstanding customer issues. Review and approve all expenditure corrections as needed for proper cost allocation ensuring all correcting entries are completed in LaGov within the current fiscal month for proper allocation of cost. Manages all personnel allocation of cost.
  • Conducts cost benefits analysis to support capital investments in Information Technology systems and services.
  • Determines highly complex IT budgetary requirements associated with the investments and methods of cost recovery.
  • Provides recommendations to upper management for changes in policy and/or procedures to improve operational performance.
  • Provides input regarding the impact of new legislation, rules, regulations and policies as it relates to highly complex information technology systems having statewide implications.
  • Track, monitor, and report OTS performance in delivery of services through benchmarking and balanced scorecard analysis. Tracks, monitor, and report on attainment of service levels specified in OTS service level agreements.
  • Perform all other tasks, special projects, analysis, studies, and plans as directed.
