Job description

The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Strategy, Planning and Administration Section, with an assigned pay grade of TS-318.

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance IT functions within the Executive Branch Departments. OTS seeks to increase the return on the State’s investment in technology by promoting smart decision‑making, solving problems intelligently, increasing project success, and fostering a skilled and professional staff.

This position provides strategic planning, data governance, enterprise metrics programmatic support, legislative tracking, and DR/BCP management for OTS. The role reports to the Enterprise Data Analytics Director (IT Statewide Director 3). All duties require a high level of independence with minimal supervision. The scope includes complex cross‑functional responsibilities impacting all divisions of OTS.

The Division of Administration is the state government’s management arm and hub of its financial operations. It performs activities including overseeing the state’s capital construction program, providing state and federal grants for community development, development of the state budget, providing technology services, guiding agencies in purchasing and contracting, and administering programs that support disaster recovery.

Experience and education requirements (various combinations):

  • Six years of experience in information technology; OR
  • Six years of full‑time work experience in any field plus four years of information technology experience; OR
  • An associate’s degree in information technology plus four years of information technology experience; OR
  • A bachelor’s degree plus four years of information technology experience; OR
  • A bachelor’s degree with twenty‑four semester hours in information technology, computer science, engineering, mathematics, or business analytics plus three years of information technology experience; OR
  • A master’s degree plus three years of information technology experience.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience in any field. Maximum substitution is 120 semester hours (up to four years). NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at hire or promotion if the appointment is made from a Certificate of Eligibles.

Job Duties:

  • Strategic Planning & Data Governance/Quality: Participates in creating the multi‑year IT strategic plan; obtains and evaluates data to measure alignment with strategic goals; conducts benchmarking research; collaborates with KPI Owners and Data Stewards to ensure data accuracy and timeliness for KPIs; assists in maintaining the Enterprise KPI Catalog; supports ETL processes feeding the BI platform; works with data owners to safeguard data accuracy and validation of data flows.
  • Enterprise Metrics Program Support: Develops and maintains performance dashboards; collects and analyzes KPIs/SOIs/OMs from various systems; promotes data literacy; builds internal capacity to generate regular reports and dashboards; contributes to training materials and delivers training; supports cadence of performance review meetings; prepares narrative summaries and actionable insights; assists in preparing content for strategic dashboards for diverse audiences.
  • Legislative Tracking: Reviews proposed legislative instruments for impact; coordinates fiscal impact statements related to IT; documents compliance requirements; promulgates rules published to the State Register; prepares necessary draft legislation for IT matters.
  • Disaster Recovery and Business Continuity Planning: Prepares OTS’s Business Continuity Plan; documents critical processes and resources for continuity; updates the Division’s Emergency Management Plan portion; compiles the final plan for distribution during emergencies.
  • Perform other duties as directed.
