Job description

  • You will support all project communications and the development of comprehensive project management plans addressing scope, schedule, budget, risk, quality assurance, and material procurement/contract management.
  • You will provide project engineering and installation execution services associated with the delivery and integration of command, control, communications, computer, information, surveillance and reconnaissance (C5ISR) capabilities.
  • You will be responsible for long and short range project planning, financial management of all Foreign Military Sales (FMS) project funds.
  • You will Interact with foreign staff offices and military commands to gather C5ISR requirements, input and coordination for Foreign Military Sales Project Management Reviews, and provide technical guidance for C5ISR Systems.
  • You will resolve moderately complex interoperability issues involving the interface of C4ISR and combat systems, weapons, and propulsion systems, and propose solutions.

Qualification Summary

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NO-05: Specialized experience must demonstrate expertise in managing aspects of Foreign Military Sales (FMS) cases, including effective liaison with foreign staff offices and military commands. Managing funds and generating accurate funding projection reports, such as A11 reports or similar. Successfully managing project portals and deliverables, timely completion of customer surveys, quad charts, and comprehensive Project Management Plans (PMPs). Extensive knowledge of IT, computer and network hardware, and system integration including developing courses of action and resolving complex interoperability challenges related to C5ISR and combat systems, encompassing installations. Communication skills with a proven ability to effectively convey technical information to high-level stakeholders, including Program Managers and equivalent foreign national leadership in formal settings. In addition to the one year specialized experience, your resume must reflect skills in the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Preparing and reviewing engineering designs. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing technical guidance for C5ISR Systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Effectively communicating both technical and programmatic aspects of those projects supported and executed within the branch. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: resolving moderately complex interoperability issues involving the interface of C5ISR and combat systems, weapons, and propulsion systems, and propose solutions. Conditions of Employment Continued: You must be willing and able to lifting up to 40 lbs. You must be willing and able to climb five flights of stairs without resting. You must be capable of prolonged standing and squatting. This position performs a primary Cyber work role as described in field 22 and additional Cyber work roles as described in fields 22a and 22b, per the DoD Cyber Workforce Framework. This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty areas as described in fields 22, 22a, and 22b and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include: Earn and Maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239-.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and; Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.
