The DC Office on Aging is seeking an IT Specialist to support management, enhancement, and development of front-end application technology solutions. This role involves creating technical design documentation, designing application architecture, and developing reports tailored to specific user needs.
Ideal candidates will have a Master's degree in Information Technology, 4+ years of experience in a large-scale development program, and be proficient in .NET Framework, C#, SQL, and JavaScript.

The mission of the Office of the State Superintendent of Education (OSSE) is to remove barriers and create pathways for District residents to receive a great education and prepare them for success in college, careers, and life. OSSE plays many roles in the lives of children, teens, and adults seeking an education in the District of Columbia. The agency sets statewide policies, provides resources and support, and exercises accountability for all public education in DC. OSSE also ensures that children and families receive year round access to well balanced meals by providing federal reimbursements, training and nutrition education to program participants.
This position is located in the Office of the State Superintendent of Education (OSSE), Office of the Chief Information Officer (OCIO). The CIO coordinates collaborative agency-wide technology strategic and tactical planning to ensure delivery of high quality technologies, voice communications, infrastructure, and networking services. The CIO leads the OSSE community in discussing, understanding, prioritizing, planning, applying, and refreshing information technology to advance the mission and attain strategic goals.
The purpose of the IT Specialist is to support the management, enhancement and development of front-end application technology solutions. The IT Specialist will be responsible for all Technical Design Documentation and artifacts involved in the project, designing the Application Architecture of the system, co-designing and developing services for interfacing with the data layer, and developing dashboards and reports and reports customized to specific groups, roles, and users of the target system.
Duties:
Excellent written and communication skills. Knowledge of information technology and functional design of information systems.
Full knowledge of .NET Framework, C#, JavaScript, AJAX and MVC.
Experience of SQL, SQLDB design and development including Stored Procedures and SSIS, SSRS.
Experience designing, developing and supporting highly scalable architecture solution that supports mobile and web.
Familiarization of REST API design and development, Java/Java EE and related tech stack, Spring Framework, Database, RESTful APIs, SOA, ESB, message.
Familiarization of message queuing, Sockets and JavaScript frameworks, NodeJS, iOS (Objective C, iOS SDK); Android (Android Framework, Java); Hybrid.
Expert knowledge of relational database management concepts, principles, and methods including database logical and physical design, normalization, and storage capacity management concepts.
Familiarization of project management principles and methods sufficient to plan and coordinate the development of data structures and access strategies in alignment with mission requirements; establish testing, implementation, and post‑implementation support procedures and develop user instructions.
Knowledge of the concepts of database management systems, operating systems, technical architecture, and network topology. Understanding of network architecture sufficient to read and understand network system architectures.

Education: Graduate of an accredited Master’s degree program in Information Technology or related field or equivalent experience.
Work Experience: At least four (4) years of relevant work experience in a large scale/enterprise development program.
Work Environment: The work is performed in an office environment.
