Job summary

Kastech Software Solutions Group in Miami, FL, seeks a skilled software professional to lead complex data migration efforts from legacy systems to GoldKey. The role focuses on embedding impervious surface reviews into workflows, optimizing the Building Permit process, and implementing automated workload assignments while ensuring regulatory compliance.

The ideal candidate has strong C#, .NET, Oracle/SQL, MVC experience and a track record with large-scale system integrations and ETL/reporting

Qualifications

• C# is used with OOP, .NET framework, debugging, and clean code.
• Oracle and SQL expertise with PL/SQL, query optimization, and stored procedures.
• MVC framework implementation, routing, and security best practices.
• Windows apps and web services with RESTful/SOAP APIs and secure integrations.
• SSIS and SSRS for ETL, data transformations, and reporting.
• Experience with large-scale systems, data migrations, and county permitting workflows.
• Automation of workflows, online submissions, tracking, invoicing, payments, and ECM integration.
• Strong written and verbal communication and cross-functional collaboration.

Responsibilities

• Migrate legacy systems (PEN, MS Access, Mainframe) to GoldKey while preserving data integrity.
• Embed impervious surface reviews into paving, drainage workflows and related processes.
• Optimize Building Permit procedures and automate workload assignment features.
• Ensure compliance with environmental, historic preservation, and sewer permits rules.
• Coordinate with county analysts and vendors to support migration and modernization.

PROJECT JOB DESCRIPTION

The consultants will be responsible for transitioning legacy systems (PEN, MS Access, Mainframe) into GoldKey, ensuring data integrity and validation throughout the migration process. Their expertise is crucial for embedding Impervious Surface Reviews into Paving & Drainage workflows, optimizing the Building Permit process, and implementing automated workload assignment features. They will also facilitate compliance with impervious surface review regulations, environmental and historical preservation requirements, and municipal Sewer Extension Permits.

MINIMUM SKILLS REQUIRED:

• C# — Proficient in object-oriented programming (OOP), .NET framework, debugging, and writing clean, maintainable code.
• Oracle & SQL— Expertise in PL/SQL, query optimization, and writing efficient queries, stored procedures, and database normalization for structured data management.
• MVC Framework — Ability to implement MVC architecture, routing, and security best practices to streamline development workflows.
• Windows & Web Services — Experience with Windows application development, RESTful/SOAP APIs, and authentication mechanisms for secure system integrations.
• SSIS & SSRS — Deep understanding of ETL processes, data transformations, performance tuning in SSIS, and designing, deploying, and integrating reports in SSRS for efficient data reporting.
• Experience with Large-Scale Systems — Practical knowledge of modernizing and integrating multiple applications, supporting county-wide permitting and review processes, and migrating legacy systems (PEN, MS Access, Mainframe) into modern platforms.
• Project & Process Automation — Ability to work with automated workflows, develop customer-facing applications, and implement online submission, tracking, invoicing, payments, and ECM integration for enhanced operational efficiency.
• Strong Communication & Collaboration Skills — Attention to detail, proficiency in written/verbal communication, and ability to coordinate with cross-functional teams, including county analysts and vendors.

MINIMUM EDUCATION AND EXPERIENCE REQUIRED:

• Prior work in government agencies or organizations managing large-scale data migrations and system integrations preferred.
